18 RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, that this 
19 resolution may be cited as the "District 	of Columbia Water and Sewer Authority Board 	of 
20 Directors Anthony Giancola Confirmation Resolution 	of 2024". 
21 Sec. 2. The Council of the District of Columbia confirms the reappointment 	of:

Safety Solutions for Local Roads”.  The latest provides a general guide that local 
officials can utilize to identify and quantify existing safety issues, identify potential 
solutions to those issues and identify potential state and local partnerships to fund 
them.  
  • NCHRP Project 20-59(22) - “Guidelines for Emergency Quarantine Closures of Local 
and State Roads” Served as a panel member. This project was completed in 5/31/2008 
and published as NCHRP Report 525, Volume 13. 
 
• NCHRP Project 20-59(02) – “Bridge/Tunnel/Highway Infrastructure Vulnerability 
Workshops”  Served as a panel member. This project was completed in 6/30/2004 and 
published as NCHRP Report 525, Volumes 4 and 5.

• National Toward Zero Deaths (TZD) Steering Committee – Member at inception in 
September 2009 to June 2011.   
 
• AASHTO Standing Committee on Highway Traffic Safety (SCOHTS) – Member 
from 2005 -2011. 
 
• Current Member Toward Zero Deaths Subcommittee (ANB 10(9)) TRB.  Chair 
Liaison group.  
 
• Current Secretary, Roadway Safety Foundation  Member since 1997.  Reviewed and assisted in writing 2002 “Roadway Safety Guide”. 
This popular publication has been revised and rewritten and released in March 2014

resource for elected officials, community leaders, civic groups and all stakeholders 
interested in improving safety on their highways and roads.  
 
Served on the 2013 Blue Ribbon Panel reviewing submissions and selecting the 2013 
National Roadway Safety Awards.  Served on blue ribbon panels for the past 4 cycles.  
 
• Current Member Transportation Safety Planning Subcommittee (ANB10 (3)) TRB 
This subcommittee works in concert with the Transportation Safety Planning Working 
Group (TSPWG) of the TRB.  
 
• Current Member Roadway Safety Cultures Subcommittee (AN000 (1)), TRB 
This subcommittee of the Safety and Systems Users Group will be addressing issues 
associated with changing the American culture toward transportation safety and in 
making drivers in the US more conscious of improving their behavior.  Working on the 
planning team for the 2
nd
 annual summit to be held in November 2015. 
 
• Current Member Rural Road Safety, Policy, Programming & Implementation Joint 
Subcommittee (ANB10 & AFB30), TRB 
This joint subcommittee is to provide a focal point/forum for research-based activities. 
Current activities include improving rural roadway safety through policies, programming, 
and countermeasure implementation. Prepared a proposal for NCHRP funding entitled 
“Synthesis of Best Practices for Safety and Crash Data Management among State and 
Local Agencies Exploring Safety Investments With and Without Crash Data”. 
 
• AASHTO Technology Implementation Group (TIG) (2000 – 2011): 
While a member of the TIG, championed the Road Safety Audit program among State 
DOTs through an aggressive marketing campaign include a national peer-to-peer summit 
and follow regional summits.  Served as TIG liaison to the lead states.  
 
• Past Chair (2001-2007), Low Volume Roads Committee (ABF30) Transportation 
Research Board (TRB) – Member of Committee 1994 – 2007.  Currently participating 
Friend of Committee. This committee is concerned with all aspects of low-volume roads 
including planning, design, construction, safety, maintenance, operations, environmental 
and social issues.

Anthony Giancola 
 
Mr. Anthony Giancola is a professional engineer with over 46 	years of 
experience in transportation and government consulting, presently 
licensed in the District of Columbia. He currently serves as a principal 
member of the District of Columbia Water and Sewer Authority Board of 
Directors.  
Mr. Giancola served a twenty-year active duty career in the Civil Engineer 
Corps, U.S. Navy, achieving the rank of Commander. Since military 
retirement, he has worked as the Public Works Director, City of Takoma 
Park, Maryland and Chief Engineer, Public Works Department, Frederick 
County, Maryland. He served as the Executive Director, National Association of County Engineers 
from October 1993 through June 2011.  
Mr. Giancola is a life member of the American Public Works Association (APWA). He served as 
President of the VA/DC/MD Chapter in 1996, President of the Institute of Transportation in 1995, 
and the APWA representative on the National Quality Initiative Steering Committee from 1993 to 
1995.  In addition, he is a member of the National Society of Professional Engineers.  He is also 
the former chair of the Transportation Research Board (TRB) Low Volume Roads Committee 
(2001- 2007) and currently serves as Secretary for the Roadway Safety Foundation Advisory of the 
National Center for Pavement Preservation Advisory Committee (2005-	2011). Mr. Giancola 
served as a D.C. member and a federal appointee on the Board of Directors of the Washington 
Metropolitan Area Transit Authority from 2007 to 2011. 
A Ward 4 Resident, Mr. Giancola received a Bachelor of Science in Civil Engineering from 
Syracuse University and a Master of Public Works in Engineering and Administration and a
