Prepared a proposal for NCHRP funding entitled “Synthesis of Best Practices for Safety and Crash Data Management among State and Local Agencies Exploring Safety Investments With and Without Crash Data”. • AASHTO Technology Implementation Group (TIG) (2000 – 2011): While a member of the TIG, championed the Road Safety Audit program among State DOTs through an aggressive marketing campaign include a national peer-to-peer summit and follow regional summits. Served as TIG liaison to the lead states. • Past Chair (2001-2007), Low Volume Roads Committee (ABF30) Transportation Research Board (TRB) – Member of Committee 1994 – 2007. Currently participating Friend of Committee. This committee is concerned with all aspects of low-volume roads including planning, design, construction, safety, maintenance, operations, environmental and social issues. He currently serves as a principal member of the District of Columbia Water and Sewer Authority Board of Directors. Mr. Giancola served a twenty-year active duty career in the Civil Engineer Corps, U.S. Navy, achieving the rank of Commander. Since military retirement, he has worked as the Public Works Director, City of Takoma Park, Maryland and Chief Engineer, Public Works Department, Frederick County, Maryland. He served as the Executive Director, National Association of County Engineers from October 1993 through June 2011. Mr. Giancola is a life member of the American Public Works Association (APWA). He served as President of the VA/DC/MD Chapter in 1996, President of the Institute of Transportation in 1995, and the APWA representative on the National Quality Initiative Steering Committee from 1993 to 1995. In addition, he is a member of the National Society of Professional Engineers. He is also the former chair of the Transportation Research Board (TRB) Low Volume Roads Committee (2001- 2007) and currently serves as Secretary for the Roadway Safety Foundation Advisory of the National Center for Pavement Preservation Advisory Committee (2005- 2011). Mr. Giancola served as a D.C. member and a federal appointee on the Board of Directors of the Washington Metropolitan Area Transit Authority from 2007 to 2011. A Ward 4 Resident, Mr. Giancola received a Bachelor of Science in Civil Engineering from Syracuse University and a Master of Public Works in Engineering and Administration and a Master of Science in Civil Engineering from the University of Pittsburgh.
