an interim basis during a leadership transition period. Oversaw seamless Information Technology	operations for over 37,000 employees and contractors, while collaborating with 80+ agencies to	address the diverse needs of the District's 672,000 residents. Aligned technology strategies with	agency goals, driving ef
ficiency and innovation to enhance government services and benefit
residents. Directed the execution of long-term strategic plans, development of impactful policies,	and successful project management, all within a secure and trusted environment. Additionally,	represented the District of Columbia at various conferences, panels, and press events, effectively	communicating our commitment to creating a simpler, fairer, and faster District Government to	audiences at the local, regional, and national levels.

●Planned and executed a Mayor’s Order outlining the responsible implementation of Arti

Intelligence for the Government of the District of Columbia in coordination with the Executive	Of

Division Lead and agency executive responsible for end-to-end application lifecycle management
and oversight of all software development and platform projects within OCTO. Responsible for
District-wide IT investment oversight for all software and application development platforms.
Responsible for over 40% of overall agency operational budget and over 196 agency personnel,
ensuring line staff and senior management execute the vision and strategies of the Chief
Technology Of
ficer (CTO). Provides executive oversight reporting directly to the CTO and
Assistant City Administrator (ACA) covering district-wide technology procurement while	overseeing implementation of over $600 million in capital and operational funded application	systems across all agencies. Responsible for relationship management with strategic partners	such as Microsoft, Oracle, Salesforce, Quickbase, Apple and Box. Regularly advises strategic	partners outside the District Government and District Executives and Administrators on OCTO	mission, vision and objectives to include public and internal events and forums.
Accomplishments
●Created OCTO’s Digital Services division, combining existing application and data programs,
and created programs to focus on customer experience and adoption of enterprise tools that
adhere to OCTO policies and guidelines.
●Updated OCTO’s Data programs to include uni
fied Data Strategy, Data Governance, Data
Development, Data Analytics and set up the District’sfirst AI centric program to support
strategic and secure future adoption of AI	●Migrated DC’s IT Service Management platform from RemedyForce to ServiceNow.
Currently enhancing employee self-service to include HR Service Delivery including integration	with the District Human Capital Management System (Peoplesoft). Currently planning further	integrations for procurement and facilities support to create a single interface for employee self	service across the Internal Services and Government Operations teams.	●Led OCTO and The Of
fice of the Chief Procurement Officer’s integration strategy and
projects with the recently launched District Integrated Financial System, a $200 Million dollar	multi-year initiative led by the independent Chief Financial Of
ficer.
●Launched the DC Business Portal in 2023 in coordination with several DC agencies across
multiple clusters, while also further overseeing modernization efforts to support the split of the	DC Department of Consumer and Regulatory Affairs into two separate entities.	●Implemented an innovative camera and AI-based program in coordination with DCHealth
and Curb
flow, Inc to provide real time wait time status at DC vaccination and testing clinics to
close out our pandemic vaccine response.	●Worked with DC Executive Leadership, Legal Services and the DC Lottery Board to design
and implement the District’s well received Vaccine Incentive Program, including efforts that led	to “lottery” type initiatives which incentivized vaccination by creating opportunities to win cars, 3

Associate Chief Technology Officer - Applications, Office of the Chief Technology Officer
(OCTO)/Government of the District of Columbia

Department Lead responsible for application lifecycle for human capital management,
procurement, payroll, and motor vehicle technology systems. Responsible for over 17% of
overall agency operational budget and over 94 agency personnel - driving decisions, adoption of
services and monitoring adherence to agency performance goals. Reported directly to the CTO
covering application speci
fic technology procurement while overseeing implementation of over
$300 million in capital and operational funded application systems across the District. Made	decisions for the District Government to reduce duplication and increase ef
ficiencies across
programs and agencies. Responsible for creation, maintenance and adherence to development,	management and operation standards across programs. Regularly advised strategic partners and	District teams on the OCTO mission, vision and objectives to include public and internal events	and forums.
Accomplishments
●Implemented division wide standards that created an agile development and project
management model across programs.
●Oversaw planning, design, development, implementation and execution of a disaster
recovery model for Human Capital Management Systems.
●Lead the technical implementation and operation of the software supporting the COVID-19
testing and vaccination programs in coordination District leadership and the Department of
Health. Led the relationship with the Microsoft Consulting Services to develop high risk and
quickly delivered applications. Created the ability to provide zip code target mechanisms that
allowed the District to target vaccine hesitant neighborhoods with high levels of vaccine

Lead Program Manager for a team of 35 inclusive of program managers, project managers,
senior/junior developers, system administrators, operation engineers, designers and user
experience specialists responsible for end-to-end system development life cycle. Manages 4

utilizing Microsoft .NET, Salesforce, QuickBase, Box.com, SeamlessDocs and open development
frameworks. Responsible for day-to-day management of operational and capital projects in
excess of $10M per year, also sharing responsibility with long-term large-scale capital projects
with cross-program and cross-agency implementation in excess of $60M over
five years. Led
district-wide application development, licensing and service approval for IT solicitations utilizing	ensure delivery of ef
ficiency and value. Regularly briefed District Government personnel
regarding changes to process, service, operational and support capabilities offered by the	programs under the CTO.
Accomplishments
●Successfully migrated legacy production environment, including systemic reduction of
under-utilized applications on aged platforms, to an application platform under full operational
support to include application and operating system level patch support on an ongoing basis.

Lead Developer for Application Development, Office of the Chief Technology Officer
(OCTO)/Government of the District of Columbia
Washington, DC — 2006-2016
Lead Technical Developer for a team of project managers, senior and junior developers, and
system administrators responsible for custom developed web and windows-based applications
utilized by both internal and external customers. Provided developer oversite to program and
agency leadership to include feedback on all program development planning functions. Lead
developer responsible for research and development practices in emerging technologies.
Founded and co-chaired an enterprise technical/technology review board which was composed
of senior technologists from across OCTO. Responsible for leading, standardizing and ensuring
coordinated system administration within application platform services such as GitHub,
QuickBase, and Leidos Intranet Quorum (IQ).
Accomplishments
●Successfully designed and developed an end-to-end solution for the DC public school lottery
system that was utilized by 6000+ students and parents on a yearly basis to provide a
mathematical stable matched school request within the public and charter school system.

DCHealth Vaccine Reservation System (January 2021-August 2022)
During the turbulent rollout of state-sponsored vaccine reservation systems in the US, the
District of Columbia faced challenges with its Microsoft-implemented Vaccine Reservation and
Application System (VRAS) launched in December 2020. Tasked with stabilizing and enhancing
the system's usability, I spearheaded efforts to transition from a one-size-
fits-all approach to a
more user-centric and locally managed strategy. Collaborating with DC's Chief Technology	Of
ficer, we persuaded Microsoft to adopt our approach as the new standard for VRAS. Through
daily stand-up meetings and coordination with Microsoft's teams, we engineered a stable and highly accessible solution capable of managing high traf
fic volumes during vaccine appointment
bookings. By coordinating strategic communication and iterative improvements, we ensured	equitable access to vaccine appointments and preparedness for future phases of the rollout. As	the initiative evolved, we pivoted to a lottery-based model and transitioned focus to on-site	clinics and testing locations, retiring the VRAS in August 2022.

fice of the Chief Technology Officer - IT Investment Review Board (2010-2013,
2014-2016, 2018-Present)	Appointed to the Technical Review Board (TRB) in 2010 and later elected co-chair, I oversaw
technology standardization projects, chaired review sessions, and ensured compliance across 6

OCTO divisions. In 2014, I established an Enterprise Technology Review Board to streamline
technology spending approval. In 2018, OCTO created the IT Investment Review Board (IT-IRB)
to oversee IT capital investments for DC. As a key
figure in these boards, I facilitated
collaboration between agency CIOs and OCTO leaders, ensuring alignment with the District's IT	capital investment goals. Through board leadership and coaching, I supported strategic	decision-making and budgetary planning, contributing to the effective management of	technology investments.

fice of the State Superintendent of Education (OSSE) - My School DC (2013-2023)
I led the development of the My School DC platform, merging the DC Public School Lottery with
80+ charter schools into a unified system. In Designing the solution, I integrated web services,
designed intake processing logic, and collaborated with experts like Nobel laureate Alvin E Roth	to implement stable matching algorithms. Leveraging ASP.NET and MS SQL technologies, the	platform ef
ficiently handled traffic peaks, accommodating over 1200 concurrent users during
critical periods. My School DC continues to facilitate fair and equitable school selection and	enrollment, serving 217 local education agencies. As oversight continues, plans for a	modernization effort are underway to further enhance its capabilities.

Mr. Stephen Miller is Interim Chief Technology Officer at the Office of 
the Chief Technology Officer (OCTO). 
Mr. Miller has more than two decades of technology organization 
experience, including 17 years in District Government supporting and 
leading application development and operations within OCTO. 
He recently served as Deputy CTO for OCTO’s Digital Services 
Department, where he led the team responsible for how the District 
Government plans, designs, develops and continuously improves upon 
technical solutions for the residents, businesses, visitors, and 	staff of the 
District Government. 
Mr. Miller’s teams oversee the implementation, operation, and enhancement of enterprise 
platforms supporting District-wide collaboration, data management, process improvement, 
solution design, quality assurance, technical implementation, and organizational change
