Deputy Chief Technology Of ficer - IT Digital Services, Office of the Chief Technology Officer 2 Stephen N Miller (OCTO)/Government of the District of Columbia Washington, DC - November 2021-Present Division Lead and agency executive responsible for end-to-end application lifecycle management and oversight of all software development and platform projects within OCTO. Responsible for District-wide IT investment oversight for all software and application development platforms. Responsible for over 40% of overall agency operational budget and over 196 agency personnel, ensuring line staff and senior management execute the vision and strategies of the Chief Technology Of ficer (CTO). Provides executive oversight reporting directly to the CTO and Assistant City Administrator (ACA) covering district-wide technology procurement while overseeing implementation of over $600 million in capital and operational funded application systems across all agencies. Responsible for relationship management with strategic partners such as Microsoft, Oracle, Salesforce, Quickbase, Apple and Box. Currently enhancing employee self-service to include HR Service Delivery including integration with the District Human Capital Management System (Peoplesoft). Currently planning further integrations for procurement and facilities support to create a single interface for employee self service across the Internal Services and Government Operations teams. ●Led OCTO and The Of fice of the Chief Procurement Officer’s integration strategy and projects with the recently launched District Integrated Financial System, a $200 Million dollar multi-year initiative led by the independent Chief Financial Of ficer. ●Launched the DC Business Portal in 2023 in coordination with several DC agencies across multiple clusters, while also further overseeing modernization efforts to support the split of the DC Department of Consumer and Regulatory Affairs into two separate entities. ●Implemented an innovative camera and AI-based program in coordination with DCHealth and Curb flow, Inc to provide real time wait time status at DC vaccination and testing clinics to close out our pandemic vaccine response. ●Worked with DC Executive Leadership, Legal Services and the DC Lottery Board to design and implement the District’s well received Vaccine Incentive Program, including efforts that led to “lottery” type initiatives which incentivized vaccination by creating opportunities to win cars, 3 Stephen N Miller grocery gift cards, metro cards, ipads, scholarships and visa gift cards. Responsible for over 17% of overall agency operational budget and over 94 agency personnel - driving decisions, adoption of services and monitoring adherence to agency performance goals. Reported directly to the CTO covering application speci fic technology procurement while overseeing implementation of over $300 million in capital and operational funded application systems across the District. Made decisions for the District Government to reduce duplication and increase ef ficiencies across programs and agencies. Provided developer oversite to program and agency leadership to include feedback on all program development planning functions. Lead developer responsible for research and development practices in emerging technologies. Founded and co-chaired an enterprise technical/technology review board which was composed of senior technologists from across OCTO. Web Development Consultant, Optimal Solutions & Technologies Inc Washington, DC — 2001-2004 Provided consultation, design and development services to Federal and District Government clients across a wide range of agencies. ExampleProjectsandExperience DCHealth Vaccine Reservation System (January 2021-August 2022) During the turbulent rollout of state-sponsored vaccine reservation systems in the US, the District of Columbia faced challenges with its Microsoft-implemented Vaccine Reservation and Application System (VRAS) launched in December 2020. Tasked with stabilizing and enhancing the system's usability, I spearheaded efforts to transition from a one-size- fits-all approach to a more user-centric and locally managed strategy. Collaborating with DC's Chief Technology Of ficer, we persuaded Microsoft to adopt our approach as the new standard for VRAS. Through daily stand-up meetings and coordination with Microsoft's teams, we engineered a stable and highly accessible solution capable of managing high traf fic volumes during vaccine appointment bookings. By coordinating strategic communication and iterative improvements, we ensured equitable access to vaccine appointments and preparedness for future phases of the rollout. As the initiative evolved, we pivoted to a lottery-based model and transitioned focus to on-site clinics and testing locations, retiring the VRAS in August 2022. DC Of fice of the Chief Technology Officer - IT Investment Review Board (2010-2013, 2014-2016, 2018-Present) Appointed to the Technical Review Board (TRB) in 2010 and later elected co-chair, I oversaw technology standardization projects, chaired review sessions, and ensured compliance across 6 Stephen N Miller OCTO divisions. In 2014, I established an Enterprise Technology Review Board to streamline technology spending approval. In 2018, OCTO created the IT Investment Review Board (IT-IRB) to oversee IT capital investments for DC. As a key figure in these boards, I facilitated collaboration between agency CIOs and OCTO leaders, ensuring alignment with the District's IT capital investment goals. Through board leadership and coaching, I supported strategic decision-making and budgetary planning, contributing to the effective management of technology investments. Of fice of the State Superintendent of Education (OSSE) - My School DC (2013-2023) I led the development of the My School DC platform, merging the DC Public School Lottery with 80+ charter schools into a unified system. In Designing the solution, I integrated web services, designed intake processing logic, and collaborated with experts like Nobel laureate Alvin E Roth to implement stable matching algorithms. Leveraging ASP.NET and MS SQL technologies, the platform ef ficiently handled traffic peaks, accommodating over 1200 concurrent users during critical periods. My School DC continues to facilitate fair and equitable school selection and enrollment, serving 217 local education agencies. As oversight continues, plans for a modernization effort are underway to further enhance its capabilities.
