To declare the existence of an emergency to approve the proposed final rules to establish 12
requirements and procedures for the District Flexible Rent Subsidy Pilot Program. 13

RESOLVED BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this 15
resolution may be cited as the “Flexible Rent Subsidy Pilot Program Rules Emergency 16
Declaration Resolution of 2024”. 17
Sec. 2. (a) On April 23, 2024, Chairman Mendelson introduced, at the request of the 18
Mayor, PR25- 0731, the “Flexible Rent Subsidy Pilot Program Rules Approval Resolution of 19
2024” to approve proposed rules to implement the Flexible Rent Subsidy Pilot Program. 20
(b) PR25- 0731 would not be deemed approved until September 16
th
, 2024, after Council 21
recess. 22
(c) The Department of Human Services reports that effective program implementation, 23
including the proposed expansions of program eligibility to adult -only households and residents 24
between the ages of 18 and 21, require approval of the rules on an expedited basis before Council 25
recess. 26
Sec. 3. The Council of the District of Columbia determines that the circumstances 27
enumerated in section 2 constitute an emergency making it necessary that the Flexible Rent 28
Subsidy Pilot Program Rules Emergency Approval Amendment Act of 202 4 be adopted after a 29
single reading. 30 Sec. 4. This resolution shall take effect immediately. 31
