To declare the existence of an emergency to approve the proposed final rules to establish
requirements and procedures for the District Flexible Rent Subsidy Pilot Program.
RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
resolution may be cited as the “Flexible Rent Subsidy Pilot Program Rules Emergency
Declaration Resolution of 2024”.
Sec. 2. (a) On April 23, 2024, Chairman Mendelson introduced, at the request of the
Mayor, PR25-0731, the Flexible Rent Subsidy Pilot Program Rules Approval Resolution of 2024
to approve proposed rules to implement the Flexible Rent Subsidy Pilot Program.
(b) PR25-0731 will not be deemed approved until September 16, 2024.
(c) The Department of Human Services reports that effective program implementation,
including the proposed expansions of program eligibility to adult-only households and residents
between the ages of 18 and 21, requires approval of the rules on an expedited basis, before
September.
Sec. 3. The Council determines that the circumstances enumerated in section 2 constitute
an emergency making it necessary that the Flexible Rent Subsidy Pilot Program Rules
Emergency Approval Amendment Act of 2024 be adopted on an emergency basis.
Sec. 4. This resolution shall take effect immediately.
