To declare an emergency with respect to the need order the closing of a 10- foot-wide 15 
unimproved public alley in Square 3701 abutting Lots 85 and 88 in Northeast 16 
Washington, D.C. in Ward 5. 17

 RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this 19 
resolution may be cited as the “Closing of a Public Alley in Square 3701, S.O. 23-	06220, 20 
Emergency Declaration Resolution of 2024”. 21 
 Sec. 2. (a) There exists an immediate need to approve emergency legislation ordering the 22 
closing of a 10- foot-wide unimproved public alley in Square 3701 abutting Lots 85 and 88 in 23 
Ward 5. These lots abut Riggs Road, N.E., and 1
st
 Street, N.E.  24 
 (b) The purpose of the alley closing is to facilitate the consolidation of the lots into a 25 
single record lot, which will enable the owner to the initiate the development of an 26 
approximately 104-	unit affordable housing project with underground parking. 27 
 (c) Permanent legislation (Bill 25-636) is on the agenda for the Committee of the Whole 28 
meeting on July 9, 2024 and will have first reading at the additional legislative meeting to follow. 29 
Second reading will not take place until September. Making the alley closing effective sooner 30 
than second reading and congressional review of the permanent legislation will enable the 31 
project to proceed without risk of further delay. 32   Sec. 3. The Council of the District of Columbia determines that the circumstances 33 
enumerated in Section 2 constitute emergency circumstances making it necessary that the 34 
“Closing of a Public Alley in Square 3701, S.O. 23-	06220, Emergency Act of 2024” be adopted 35 
after a single reading. 36 
 Sec. 4. This resolution shall take effect immediately.  37
