1 _____________________ 1 Chairman Phil Mendelson 2 3 4 5 A PROPOSED RESOLUTION 6 7 8 9 IN THE COUNCIL OF THE DISTRICT OF COLUMBIA 10 11 To declare an emergency, due to congressional review, with respect to the need to direct the 12 Mayor to establish a truancy pilot for the purpose of referring students with unexcused 13 absences to the Department of Human Services and documenting attendance and 14 academic outcomes of students receiving interventions from the Department of Human 15 Services. 16 RESOLVED BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this 17 resolution may be cited as the “Pilot Truancy Reduction Congressional Review Emergency 18 Declaration Resolution of 2024.” 19 Sec. 2. (a) On July 9, 2024, the Council passed the Pilot Truancy Reduction Emergency 20 Act of 2024, effective August 2, 2024 (D.C. Act 25-529) which expires on October 21, 2024. 21 (b) On September 17, 2024, the Council adopted the Pilot Truancy Reduction 22 Temporary Act of 2024 on second reading (Bill 25-913) (“temporary act”), which was 23 transmitted to the Mayor on September 23, 2024, and is pending transmittal to Congress. 24 (c) This identical emergency legislation, is necessary to prevent a gap in the law 25 between the expiration of the emergency act and the effective date of the temporary measure. 26 Sec. 3. The Council of the District of Columbia determines that the circumstances 27 enumerated in section 2 constitute emergency circumstances making it necessary that the 28 “Truancy Reduction Congressional Review Emergency Amendment Act of 2024” be adopted 29 after a single reading. 30 Sec. 4. This resolution shall take effect immediately. 31
