ENROLLED ORIGINAL A RESOLUTION 25-650 IN THE COUNCIL OF THE DISTRICT OF COLUMBIA October 1, 2024 To declare an emergency, due to congressional review, with respect to the need to amend Article II of An Act To provide for compulsory school attendance, for the taking of a school census in the District of Columbia, and for other purposes to direct the Mayor to establish a truancy pilot for the purpose of referring students with unexcused absences to the Department of Human Services and documenting attendance and academic outcomes of students receiving interventions from the Department of Human Services. RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this resolution may be cited as the “Pilot Truancy Reduction Congressional Review Emergency Declaration Resolution of 2024”. Sec. 2. (a) On July 9, 2024, the Council passed the Pilot Truancy Reduction Emergency Amendment Act of 2024, effective August 2, 2024 (D.C. Act 25-529; 71 DCR 9599) (“emergency act”), which expires on October 21, 2024. (b) On September 17, 2024, the Council passed the Pilot Truancy Reduction Temporary Amendment Act of 2024, passed on 2nd reading (Enrolled version of Bill 25-913) (“temporary act”), which was transmitted to the Mayor on September 23, 2024, and is pending transmittal to Congress. (c) Identical emergency legislation is necessary to prevent a gap in the law between the expiration of the emergency act and the effective date of the temporary act. Sec. 3. The Council determines that the circumstances enumerated in section 2 constitute emergency circumstances making it necessary that the Pilot Truancy Reduction Congressional Review Emergency Amendment Act of 2024 be adopted after a single reading. Sec. 4. This resolution shall take effect immediately.
