White, Jr. 2 3 4 5 A PROPOSED RESOLUTION 6 7 ____________ 8 9 IN THE COUNCIL OF THE DISTRICT OF COLUMBIA 10 11 ____________ 12 13 To declare an emergency, due to congressional review, with respect to the need to amend the 14 District of Columbia Housing Authority Act of 1999 to establish a temporary 15 Stabilization and Reform Board to govern the District of Columbia Housing Authority 16 (“DCHA”) and to require that the Board and the Executive Director of DCHA take 17 specific actions to reform and revitalize the operations of DCHA. 18 19 RESOLVED BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this 20 resolution may be cited as the “District of Columbia Housing Authority Stabilization and Reform 21 Congressional Review Emergency Declaration Resolution of 2024”. 22 Sec. 2. (a) In December 2022, the Council passed and the Mayor signed the District of 23 Columbia Housing Authority Stabilization and Reform Emergency Amendment Act of 2022. 24 Pursuant to this legislation, a new Stabilization and Reform Board (“STAR Board”) assumed 25 control over the operations of the District of Columbia Housing Authority (“DCHA”) at the start 26 of 2023. The STAR Board’s authorizing legislation contemplates a 2- year term. 27 (b) The Council has passed subsequent rounds of emergency and temporary legislation as 28 necessary to maintain the STAR Board structure. The current mandate, the District of Columbia 29 Housing Authority Stabilization and Reform Emergency Amendment Act of 2024, will expire on 30 October 24, 2024, while an identical temporary measure is pending congressional review. 31 2 Further emergency legislation is required to maintain the current governance structure and allow 32 the STAR Board’s 2-year term to continue. 33 Sec. 3. The Council determines that the circumstances enumerated in section 2 constitute 34 an emergency making it necessary that the District of Columbia Housing Authority Stabilization 35 and Reform Congressional Review Emergency Amendment Act of 2024 be adopted after a 36 single reading. 37 Sec. 4. This resolution shall take effect immediately. 38
