RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this 
resolution may be cited as the "Police Complaints Board Jeffrey 
H. Tignor Confirmation 
Resolution 
of 2024".

2. The Council of the District of Columbia confirms the reappointment of:

 Legal Leadership: Authored portions of an order denying ~$3.3 billion in designated entity bidding credits, largely 	upheld by 
the U.S. Court of Appeals for the D.C. Circuit and denied certiorari by the Supreme Court, saving the government substantial 
funds. Leveraged hands-on understanding of regulatory process complexities and technology to review and analyze filings 
and applications for expansion of service throughout the U.S. 
 Cross- Functional Initiatives: Coordinated/participated in multiphase initiatives involving internal agency bureaus, other 
federal agencies, and the White House 	on issues involving 	social concerns (obscenity), disability access (closed captioning 
and broadband access), public safety and emergency preparedness, consumer-facing platforms (websites and public

Jeffrey H. Tignor 
 
Mr. Jeffrey H. Tignor is current member of the Police Complaints Board 
and the Acting Director for the Office of Communications and Business 
Opportunities at the Federal Communications Commission. Mr. Tignor 
has over 20 years of experience working on wireless broadband issues, 
wireline broadband issues and consumer protection, including three 
years leading a division of more than 85 staff members tasked with 
resolving consumer complaints. 
Mr. Tignor is also the former Chairman of Advisory Neighborhood 
Commission (ANC) 4B. He was elected as the ANC Commissioner for 
ANC 4B08 in November 2002 and served as the Chairman of ANC 4B 
in 2003 and 2004. In this role, he often worked on issues affecting public safety. 	Mr. Tignor is 
currently the Chair of the Board of Washington Episcopal School and past 	president on the Board 
of the Harvard Club of Washington, DC. 
A Ward 4 resident, Mr. Tignor earned his Bachelor of Arts in Government from Harvard
