resolution may be cited

2. The Council of the District of Columbia confirms the reappointment of:

Summary
For more than 20 years, I've worked to provide assistance and
support to underserved and at-risk communities. Working in concert
with partner organizations, federal agencies, and members of the
community themselves, I've served affected communities in the D.C.
area and nationwide.
As a seasoned program manager and analyst, I've led operations
of multiple grant-funded programs to render technical assistance
and crucial capacity-building activities (CBA). Much of my work
has served the LGBTQ community in effecting HIV education,
awareness, and prevention programs. I've also worked with the
Urban Coalition for HIV/AIDS Prevention Services and the National
Organization of Black County Officials to support health-related
objectives and programs.
Rather than attempting to implement solutions from the top-
down, I've learned to think critically about structural obstacles,
find strategies that empower communities, and produce equitable
outcomes across lines of age, gender, race, and sexuality.
Respected for authentic engagement with the community, I offer
the sum of my experience, education, training, and passion to every
organization I serve.
Some of my proudest achievements include:
• Obtained over $250K in sponsorships for community driven
COVID-19 education and Vaccine Access for Black and Brown
Queer, Transgender and Non Gender Conforming communities,
struggling with Vaccine usage.
• Led fundraising efforts leading to over $1.5M In funds to support
services for Black and Brown Queer, Transgender and Non Gender
Conforming persons.

• Built ground-up relationships with community organizations, not-
for-profits, and county health officials to execute health education
and awareness programs.
• Directed DC Black Pride Weekend activities, including the creation

In this position, I leverage experience gained from my work as grants manager
and program coordinator to oversee all operations that support our technical
assistance and capacity-building activities (CBAs). We work closely with the
Center for Disease Control (CDC) to prioritize HIV health and prevention
objectives. Based on these priorities, we deliver technical assistance in the
form of testing, education, prevention, and intervention services. We also work
with community organizations to enhance their capacity and organizational
effectiveness.
Day-to-day, much of my work involves tracking, enhancing, and reporting
operations KPIs using data obtained from our information system. With this
information, I'm able to measure effectiveness of resources and identify
process gaps/places for Improvement.
One of my proudest achievements was leading the launch of a national Act
Against AIDS campaign. In this capacity, we coordinated the resources of
the organization, partner groups, and community centers to disseminate new
HIV prevention messaging. As a results of our efforts, we obtained $200K in
corporate sponsorship.

for achieving milestones and meeting deadlines.

In delivering our health education and STI prevention programs, I often

provide HIV/AIDS and cultural competency training. Integrating feedback from
training attendees and partner organizations, I also created content and led
targeted woikshops in health education.
My proudest achievement in this position was our successful re-energizing of
youth participation. With increased community engagement across the boaitl,
we eventually won a $SM grant to fund our education and training programs.

Kenya Hutton 
Mr. Kenya Hutton has dedicated over 20 years working in social justice, 
equity, HIV prevention, and the facilitation of behavioral interventions 
among communities heavily impacted by HIV in NYC and Washington, 
DC and is a current member of the Racial Equity Advisory Board. He 
has been an advocate for HIV prevention on local and national levels 
while bringing awareness to LGBTQ young adults and members of the 
House/Ball Community. While serving these communities, he has been 
presented several accolades including the Dorian Corey Wisdom 
Award, the Michael J. Harrington Humanitarian Award from the Gay 
Men’s Health Crises House of Latex Project, the Award of Excellence 
from the Washington DC Ballroom Coalition, the DC Black Pride 
Presidents Award, and others. 
Mr. Hutton has devoted his life’s work to the betterment of disenfranchised and marginalized 
communities and consistently works towards their achieving health, economic, and social equity. 
He fully believes that achieving zero new HIV infections is not only possible but in our near future. 
With this goal in mind, Mr. Hutton is committed to ensuring all communities share this same vision 
of the future and have the tools and knowledge to make it a reality. In 2019, he collaborated with 
local nonprofits and the DC Department of Health to create an educational program focused on 
creating opportunities for members of the ballroom scene to become certified as Community 
Health Workers and obtain gainful employment leading to becoming an Executive member and 
director of the House of Garcon as it became an official 501(c)7.  
In recent years, Mr. Hutton has been a leading voice for the discussions urging research and 
interventions addressing substance use within the ballroom community, especially crystal 
methamphetamine use, and creating systems to provide relief support for the ballroom community 
during the COVID-19 pandemic. 
A Ward 3 resident, Mr. Hutton earned his Bachelor of Arts in Advertising and Marketing 
Communications from the Fashion Institute of Technology and his 	Master of Public Health from
