Pursuant
to section 451 of the District of Columbia Home Rule Act (D.C. Official Code § 1-
204.51) and section 202 of the Procurement Practices Reform Act of 2010 (D.C. Official Code §
2-352.02), enclosed for consideration and approval by the Council of the District of Columbia is a
proposed resolution, the “Multiyear Contract No. CW121294 with CDW Government LLC
Emergency Approval Resolution of 2024,” and the accompanying declaration resolution.
Under the proposed contract, CDW Government LLC will provide Microsoft products and services
to the District in the not-to-exceed amount of $90,000,000.

To declare the existence of an emergency with respect to the need to approve multiyear Contract
18 No. CW121294 with CDW Government LLC for Microsoft products and services, and to
19 authorize payment for the goods and services to be received under the contract.

21 RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
22 resolution may be cited as the "Multiyear Contract No. CW121294 with CDW Government LLC
23 Emergency Declaration Resolution of 2024".
24 Sec.
2. (a) There exists an immediate need to approve multiyear Contract No. CW121294
25 with CDW Government LLC for Microsoft products and services, and to authorize payment for
26 the goods and services to be received under the contract.
27 (b) Under section 451(b)(l) of the District of Columbia Home Rule Act, approved
28 December 24, 1973 (87 Stat. 803; D.C. Official Code§ 1-204.51(b)(l)), Council approval is
29 necessary since the value of the contract is more than $1 million during a 12-month period.
30 ( c) These critical services can only be obtained through an award of a multiyear contract
31 with CDW Government LLC.
32 (d) Approval is necessary to allow the District to receive the benefit of these vital
33 services in a timely manner.

Sec 3. The Council of the District of Columbia determines that the circumstances 34
enumerated in section 2 constitute emergency circumstances making it necessary that the 35
Multiyear Contract No. CW121294 with CDW Government LLC Emergency Approval 36
Resolution of 2024 be adopted after a single reading. 37
Sec. 4. This resolution shall take effect immediately. 38
