To recognize and celebrate LightHouse DC for its efforts in helping individuals and families 14
transitioning from housing insecurity in the District to move in to and furnish their new 15
homes. 16

WHEREAS, LightHouse DC was founded in 2017 by Brian Hart and Jingwen Sun in an 18
effort to turn “houses into homes” for residents transitioning from housing insecurity; 19
20
WHEREAS, Brian Hart received his juris doctor degree from Georgetown University after 21
graduating with honors from Amherst College. Prior to co-founding LightHouse DC, Brian 22
practiced law with the firm of Paul, Weiss, Rifkind, Wharton & Garrison. From 2013 to 2014, 23
Brian served as an Advisory Neighborhood Commissioner for ANC 1C, representing the 24
neighborhoods of Adams Morgan, Lanier Heights, and part of Kalorama Heights; 25

WHEREAS, Jingwen Sun received his undergraduate degree in International Affairs and 27
Economics from the George Washington University and later completed a graduate degree in 28
Supply Chain Management at the Robert H. Smith School of Business, University of Maryland. 29
Previously, Jingwen co-directed Sunday Suppers, a nonprofit organization providing meals to 30
homeless individuals in Washington, D.C. Jingwen currently serves as an Advisory Neighborhood 31
Commissioner for ANC 5B, representing the neighborhoods of Brookland, University Heights, 32
and Woodridge; 33

WHEREAS, LightHouse DC’s mission statement is: One family at a time. LightHouse DC 35
helps formerly unhoused and low-income residents in our community transform their empty 36
houses into homes – striving to restore dignity, create stability, and make sure every person has a 37
chance to enjoy a life free of poverty. 38

WHEREAS, LightHouse DC provides furniture and home goods to low-income DC 40
residents who are transitioning from housing insecurity in order to provide these residents with a 41
safe, secure, and functioning home in which to re-build their lives. Through these services, 42
LightHouse DC provides stabilization to residents who have experienced the crisis of housing 43
insecurity – by giving them a place to sleep, eat, and ultimately, to call home; 44
45 WHEREAS, to provide its services, LightHouse DC works with more than 50 certified 46
nonprofit and government partners, including A Wider Circle, Pathways to Housing, the American 47
Red Cross, and DC Department of Human Services; and 48

WHEREAS, since its inception, LightHouse DC has positively impacted the lives of tens 50
of thousands of District residents, fostering long-lasting change in our community. 51

RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this 53
resolution may be cited as the “LightHouse DC Ceremonial Recognition Resolution of 2025”. 54

Sec. 2. The Council recognizes and celebrates the diligent work of LightHouse DC in 56
creating and supporting beneficial opportunities for local residents and families transitioning from 57
housing insecurity and both salutes and thanks LightHouse DC for its dedication to community 58
service and beneficial social impact. 59

Sec. 3. This resolution shall take effect immediately. 61
