Groundhog Day.” 30 31 WHEREAS, On February 2, 2025, residents and visitors of the District of Columbia will 32 emerge to be educated on the American folklore tradition of Groundhog Day by Dupont Festival; 33 WHEREAS, on that morning, District residents will be reminded that if Potomac Phil 34 emerges from his burrow and sees his shadow due to clear weather, he will retreat to his den and 35 winter will persist for 6 more weeks and if he does not see his shadow because of cloudiness, 36 spring will arrive early; 37 WHEREAS, District residents and visitors will be enlightened with the knowledge of 38 Potomac Phil’s uncanny power of weather and political predictions; and 39 WHEREAS, Potomac Phil will elucidate the seasonal forecast for hundreds of individuals 40 in and around Dupont Circle during the morning of February 2, 2025. 41 RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this 42 resolution may be cited as the “D.C. Groundhog Day Recognition Resolution of 2025”. 43 Sec. 2. The Council of the District of Columbia hereby declares February 2, 2025, as 44 D.C. Groundhog Day in the Nation’s Capital. 45 Sec. 3. This resolution shall take effect immediately upon the first date of publication in 46 the District of Columbia Register. 47
