McDuffie Councilmember Matthew Frumin 10 11 12 13 14 15 ______________________________ 16 Councilmember Charles Allen 17 18 A CEREMONIAL RESOLUTION 19 __________ 20 21 IN THE COUNCIL OF THE DISTRICT OF COLUMBIA 22 __________ 23 24 25 To officially recognize the 100 th anniversary of the National Capital Planning Commission. 26 27 WHEREAS, the National Capital Planning Commission (NCPC) was established by Congress in 28 1924 as the federal government’s central planning agency for the National Capital Region, tasked with 29 guiding long-term development while preserving the unique character, cultural heritage, and historical 30 significance of the nation’s capital; 31 32 WHEREAS, for 100+ years, NCPC has played a vital role in shaping Washington, DC, and the 33 surrounding region through comprehensive planning, policymaking, and project reviews, ensuring that 34 federal interests align with the city’s growth and well-being; 35 36 WHEREAS, NCPC has worked collaboratively with the District of Columbia Office of Planning 37 to enhance Washington as a great National capital, fostering equitable development through inspiring 38 architecture, public spaces, environmental stewardship, and thoughtful land-use managements; 39 40 WHEREAS, the passage of the Home Rule Act of 1973 redefined NCPC’s role to focus primarily 41 on federal properties within Washington, DC and the National Capital Region, establishing a shared 42 planning framework with the District of Columbia government; 43 44 WHEREAS, NCPC has provided expert guidance on critical planning initiatives, including the 45 Comprehensive Plan for the National Capital, the design and location of national memorials and 46 embassies, infrastructure projects and federal capital improvements that shape the monumental core and 47 public spaces of the nation’s capital; 48 49 WHEREAS, the twelve-member Commission of the NCPC represents both federal and local 50 governments, including appointees by the President of the United States and the Mayor and Chair of the 51 District Council of the District of Columbia, ensuring a diverse and collaborative approach to national and 52 local planning decisions; 53 54 WHEREAS, over the past century, NCPC has been instrumental in preserving Washington, DC’s 55 historic skyline through oversight of the Height of Building Act and has assured that the District’s voice 56 is heard during deliberation of new projects; 57 58 WHEREAS, as NCPC celebrated its centennial year in 2024, reflected on its history, 59 acknowledged past challenges, and reaffirmed its commitment to inclusive and forward-thinking planning 60 that benefits both the residents and the visitors of our city; 61 62 RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, that this resolution 63 may be cited as the “National Capital Planning Commission 100 th Anniversary Recognition Resolution of 64 2025.” 65 66 Sec. 2. The Council of the District of Columbia hereby commends NCPC for a century of 67 dedicated service and looks forward to its continued leadership in collaboration with the Government of 68 the District of Columbia in shaping a vibrant, resilient, and equitable future for our city and the 69 surrounding region. 70 71 Sec. 3. This resolution shall take effect immediately upon the first date of publication in the 72 District of Columbia Register. 73
