To declare the existence of an emergency, due to congressional review, with respect to the need 14
to make a technical correction to the Fiscal Year 2025 Budget Support Act regarding a 15
grant for the National Cherry Blossom Festival. 16

RESOLVED BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this 18
resolution may be cited as the “Cherry Blossom Festival Grant Congressional Review 19
Emergency Declaration Resolution of 2025”. 20
Sec. 2. (a) On October 15, 2024, the Council adopted the Cherry Blossom Festival Grant 21
Emergency Amendment Act of 2024, enacted October 28, 2024 (D.C. Act 25-612; 71 DCR 22
13500) which expires on January 26, 2025. 23
(b) On November 22, 2024, the Cherry Blossom Festival Grant Temporary Amendment 24
Act of 2024 (D.C. Act 25-638, 71 DCR 14476) was enacted, which is pending congressional 25
review. 26
(c) This identical emergency legislation is necessary to prevent a gap in the law between 27
the expiration of the emergency act and the effective date of the temporary measure. 28
Sec. 3. The Council of the District of Columbia finds that the circumstances enumerated 29
in section 2 constitute emergency circumstances making it necessary that the “Cherry Blossom 30
Festival Grant Congressional Review Emergency Amendment Act of 2025” be adopted after a 31
single reading. 32
Sec. 4. This resolution shall take effect immediately. 33
