IN THE COUNCIL OF THE DISTRICT OF COLUMBIA 
 
February 4, 2025 
 To declare the existence of an emergency with respect to the need to approve Modification Nos. 
1, 2, 3, 4, 5, and 6 to Contract No. DCAM	-22-CS-RFP-0026 with Chiaramonte 
Construction Company, to provide construction services for the 
Public Safety 
Communications Center b uilding renovations
 and to authorize payment for the goods and 
services received and to be received under the contract. 
  RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this 
resolution may be cited as “	Modification Nos. 1, 2, 3, 4, 5, and 6 to Contract No. DCAM	-22-CS-
RFP-0026 with Chiaramonte Construction Company Approval and Payment Authorization  
Emergency Declaration Resolution of 2025”	. 
  Sec. 2 (a) There exis ts an immediate need to approve Modification Nos	. 1, 2, 3, 4, 5, and  
6 to Contract No. DCAM -22-CS-RFP-0026 (“Contract”) with Chiaramonte Construction 
Company to provide construction services for the 
Public Safety Communications Center building 
renovations
, and to authorize payment for the goods and services received and to be received 
under the contract . 
(b) From April 17, 2024, to September 05, 2024, by Modification Nos	. 1, 2, 3, 4, and 5, 
the Department of General Services incorporated the added 	costs for a dditional c onstruction 
services into the Contract, increasing the total c	ontract value amount by $998,611.36 to 
$12,470,486.36. 
(c) Proposed Modification No. 6 would increase the total c	ontract v alue amount by 
$1,223,392.70 to $13,693,879.06. Council approval is necessary because t	he aggregate value of 
Modification Nos . 1, 2, 3, 4, and 5 and proposed Modification No. 6 is $2,222,004.06, an amount 
over $1 million.  
(d) Council approval is necessary to allow the continuation of the building renovation 
services provided pursuant to the contract. Without Council approval, Chiarmonte Construction 	Company cannot be paid for goods and services provided in excess of $1 million. 
 	Sec. 3. The Council of the District of Columbia determines that the circumstances 
enumerated in section 2 constitute emergency circumstances making it necessary that the 	Modification Nos. 1, 2, 3, 4, 5, and 6 to Contract No. DCAM	-22-CS-RFP-0026 with    	ENROLLED ORIGINAL

Chiaramonte Construction Company Approval and Payment Authorization Emergency Act of 
2025 be adopted after a single reading. 
 
Sec. 4. This resolution shall take effect immediately.
