Enclosed for consideration and enactment by the Council of the District of Columbia is an
emergency bill, the “Modification Nos. M02, M03, M04, and M05 to Contract No. DCAM-24-
NC-RFP-0003A with Jerome L. Taylor Trucking, Inc. Approval and Payment Authorization
Emergency Act of 2025”, and the accompanying emergency declaration resolution.
The legislation will approve Modification Nos. M02, M03, M04, and M05 to Contract No. DCAM-
24-NC-RFP-0003A with Jerome L. Taylor Trucking, Inc. to provide waste collection and disposal
services, and will authorize payment to Jerome L. Taylor Trucking, Inc. for services received and
to be received under option year one of the contract.

16 To declare the existence of an emergency with respect to the need to approve Modification Nos.
17 M02, M03, M04, and MOS to Contract No. DCAM-24-NC-RFP-0003A with Jerome L.
18 Taylor Trucking, Inc. to provide waste collection and disposal services, and to authorize
19 payment for the goods and services received and to be received under the modifications.

21 RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
22 resolution may be cited as the "Modification Nos. M02, M03, M04, and MOS to Contract No.
23 DCAM-24-NC-RFP-0003A with Jerome L. Taylor Trucking, Inc. Approval and Payment
24 Authorization Emergency Declaration Resolution
of 2025".
25 Sec. 2. (a) There exists an immediate need to approve Modification Nos. M02, M03,
26 M04, and
MOS to Contract No. DCAM-24-NC-RFP-0003A with Jerome L. Taylor Trucking,
27 Inc. to provide waste collection and disposal services, and
to authorize payment for the goods
28 and services received and to be received under the modifications.
29 (b) On September 11, 2024, via Modification No. M02, the Department of General
30 Services ("DGS") partially exercised option year one
of Contract No. DCAM-24-NC-RFP-
31 0003A in the not-to-exceed ("NTE") amount of $937,087. 38 for the period October 1, 2024,
32 through November 18, 2024.

(c) On November 18, 2024, via Modification No. M03, DGS exercised an additional 33
partial option year one through February 24, 2025, at no additional cost. 34
(d) On January 13, 2025, via Modification No. M04, DGS exercised an additional partial 35
option year one through April 14, 2025, at no additional cost . 36
(e) Modification No. M0 5 will exercise the remainder of option year one through 37
September 30, 2025, and increase the NTE amount by $3,175,966.98, from $937,087.38 to 38
$4,113,054.36. 39
(f) Under section 451(b)(1) of the District of Columbia Home Rule Act, approved 40
December 24, 1973 (87 Stat. 803; D.C. Official Code § 1- 204.51(b)(1)), Council approval is 41
necessary since the modification s will increase the value of the contract to more than $1 million 42
during a 12- month period. 43
(g) Approval is necessary to allow the continuation of these vital services. Without 44
approval, Jerome L. Taylor Trucking, Inc. cannot be paid for goods and services provided in 45
excess of $1 million for the period October 1, 2024, through September 20, 2025. 46
Sec. 3. The Council of the District of Columbia determines that the circumstances 47
enumerated in section 2 constitute emergency circumstances making it necessary that the 48
Modification Nos . M02, M03, M04, and M05 to Contract No. DCAM -24-NC-RFP-0003A with 49
Jerome L. Taylor Trucking, Inc. Approval and Payment Authorization Emergency Act of 2025 50
be adopted after a single reading. 51
Sec. 4. This resolution shall take effect immediately. 52
