ENROLLED ORIGINAL 1 A RESOLUTION 26-81 IN THE COUNCIL OF THE DISTRICT OF COLUMBIA April 1, 2025 To declare the existence of an emergency with respect to the need to approve Modification Nos. M0009, M0010, M0011, M0012, M0013, and M0014 to Contract No. CW 101558 with Everyone Home DC, and to authorize payment for the goods and services received and to be received under the contract . RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this resolution may be cited as the “Modification Nos. M0009, M0010, M0011, M0012, M0013, and M0014 to Contract No. CW101558 with Everyone Home DC Approval and Payment Authorization Emergency Declaration Resolution of 2025” . Sec. 2. (a) There exists an immediate need to approve Modification Nos. M0009, M0010, M0011, M0012, M0013, and M0014 to Contract No. CW101558 with Everyone Home DC , and to authorize payment for the goods and services received and to be received under the contract . (b) On October 1, 2024, via Modifications M0009, the Office of Contracting and Procurement (“OCP”), on behalf of the Department of Human Services, partially exercised option year 2 in the not -to-exceed (“NTE”) amount of $395,998.86 for the period of October 1, 2024, through December 31, 2024. (c) Modification No. M0010 was an administrative modification. (d) On December 10, 2025, via Modification No. M0011, OCP reduced the NTE by $16,200, to $379,798.86. (e) One December 31, 2024, via Modification No. M0012, OCP partially exercised option year 2 through March 31, 2025, and increased the NTE amount by $379,798.86, to $759,597.72. (f) On January 21, 2025, via Modification No. M0013, OCP partially exercised option year 2 through April 30, 2025. (g) Modification No. M0014 will exercise the remainder of option year 2 through September 30, 2025, and increase the NTE amount by $759,597.72, to $1,519,195.44. (h) Council approval is necessary because the modification s will increase the value of the contract to more than $1 million during a 12- month period. ENROLLED ORIGINAL 2 (i) Council approval is necessary to allow the continuation of these vital services. Without Council approval, Everyone Home DC cannot be paid for goods and services provided in excess of $1 million for the period from October 1, 2024, through September 30, 2025. Sec. 3. The Council of the District of Columbia determines that the circumstances enumerated in section 2 constitute emergency circumstances making it necessary that the Modification Nos. M0009, M0010, M0011, M0012, M0013, and M0014 to Contract No. CW101558 with Everyone Home DC Approval and Payment Authorization Emergency Act of 2025 be adopted after a single reading. Sec. 4. This resolution shall take effect immediately.
