IN THE COUNCIL OF THE DISTRICT OF COLUMBIA
To declare the existence
of an emergency with respect to the need to approve Modification Nos.
M0009,
M00l0, M00l 1, M0012, M0013, and M0014 to Contract No. CW101626 with
Collaborative Solutions for Communities, and to authorize payment for the goods and
services received and to be received under the modifications. ,
RESOLVED,
BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
resolution may be cited
as the "Modification Nos. M0009, M00l0, M00l 1, M0012, M0013, and
M0014 to Contract No. CW101626 with Collaborative Solutions for Communities Approval and
Payment Authorization Emergency Declaration Resolution
of 2025".
Sec.
2. (a) There exists an immediate need to approve Modification Nos. M0009,
MO0l0,
M00l 1, M0012, M0013, and M0014 to Contract No. CW101626 with Collaborative
Solutions for Communities, and to authorize payment for the goods and services received and to
be received under the modifications.
(b) On October
1, 2024, via Modification No. M0009 the Office of Contracting and
Procurement ("OCP"), on behalf
of the Department of Human Services, partially exercised
option year two
of Contract No. CW101626 with Collaborative Solutions for Communities, in
the not-to-exceed (NTE) amount
of $449,358.36 for the period October 1, 2024, through
December 31, 2024.

(c) Modification No. M0010 was an administrative modification. 35
(d) On January 30, 2025, via Modification No. M0011, OCP removed a C ontract L ine 36
Item Number and reduced the NTE for option period two amount by $16,200 from $449,358.36 37
to $433,158.36. 38
(e) On December 31, 2024, via Modification No. M0012 partially exercised option year 39
two through March 31, 2024, and increased the NTE amount option year two amount by 40
$433,158.36, from 433,158.36 to $866,316.72. 41
(f) On January 21, 2025, via Modification No. M0013 partially exercised option period 42
two through April 27, 2025, at no additional cost . 43
(g) Modification No. M0014 will exercise the remainder of option year two through 44
September 30, 2025, and increase the NTE amount of option period two by $866,316.72, 45
from$866,316.72 to $1,732,633.44. 46
(h) Under section 451(b)(1) of the District of Columbia Home Rule Act, approved 47
December 24, 1973 (87 Stat. 803; D.C. Official Code § 1- 204.51(b)(1)), Council approval is 48
necessary since the modifications will increase the value of the contract to more than $1 million 49
during a 12- month period. 50
(i) Approval is necessary to allow the continuation of these vital services. Without this 51
approval, Collaborative Solutions for Communities cannot be paid for goods and services 52
provided in excess of $1 million for the period from October 1, 2024, through September 30, 53
2025. 54
Sec. 3. The Council determines that the circumstances enumerated in section 2 constitute 55
emergency circumstances making it necessary that the Modification Nos. M0009, M0010, 56
M0011, M0012, M0013, and M0014 to Contract No. CW101626 with Collaborative Solutions 57 3
for Communities Approval and Payment Authorization Emergency Act of 2025 be adopted after 58
a single reading. 59
Sec. 4. This resolution shall take effect immediately. 60
