IN THE COUNCIL OF THE DISTRICT OF COLUMBIA
To declare the existence
of an emergency with respect to the need to approve Modification Nos.
M0008, M0009,
M00l0, M00l 1, M0012, and M0013 to Contract No. CW101233 with
My Sister's Place, Inc., and to authorize payment for the goods and services received and
to be received under the modifications.
RESOLVED,
BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
resolution may be cited
as the "Modification Nos. M0008, M0009, M00l0, M00l 1, M0012, and
M0013
to Contract No. CW101233 with My Sister's Place, Inc. Approval and Payment
Authorization Emergency Declaration Resolution
of 2025".
Sec.
2. (a) There exists an immediate need to approve Modification Nos. M0008,
M0009,
M00l0, M00l 1, M0012, and M0013 to Contract No. CW101233 with My Sister's
Place, Inc., and to authorize payment for the goods and services received and to be received
under the contract and modifications.
(b) On October
1, 2024, via Modification No. M0008, the Office of Contracting and
Procurement ("OCP"), on behalf
of the Department of Human Services, partially exercised
option
of option year two of Contract No. CW101233 with My Sister's Place, Inc., in the not-to
exceed ("NTE") amount
of $439,902.63 for the period October 1, 2024, through
December 31, 2024.
(c) Modification No. M0009 was an administrative modification.

(d) On December 27, 2024, via Modification No. M0010, OCP reduced the NTE amount 34
of option year two by $16,200, from $439,902.63 to $423,702.63. 35
(e) On December 31, 2024, via Modification No. M0011, OCP partially exercised option 36
year two through March 31, 2025, and increased the NTE amount of option year two by 37
$423,702.83 from $423,702.83 to $847,405.26. 38
(f) On January 21, 2025, via Modification No. M0012, OCP partially exercised option 39
period two through April 30, 2025. 40
(g) Modification No. M0013 will exercise the remainder of option year two through 41
September 30, 2025, and increase the NTE amount for option year two by $ 847,405.83.26 from 42
$847,405.26 to $1,694,810.52. 43
(h) Under section 451(b)(1) of the District of Columbia Home Rule Act, approved 44
December 24, 1973 (87 Stat. 803; D.C. Official Code § 1- 204.51(b)(1)), Council approval is 45
necessary since the modifications will increase the value of the contract to more than $1 million 46
during a 12- month period. 47
(i) Approval is necessary to allow the continuation of these vital services. Without this 48
approval, My Sister’s Place , Inc. cannot be paid for goods and services provided in excess of $1 49
million for the period from October 1, 2024, through September 30, 2025. 50
Sec. 3. The Council determines that the circumstances enumerated in section 2 constitute 51
emergency circumstances making it necessary that the Modification Nos. M0008, M0009, 52
M0010, M0011, M0012, and M0013 to Contract No. CW101233 with My Sister’s Place, Inc. 53
Approval and Payment Authorization Emergency Act of 2025 be adopted after a single reading. 54
Sec. 4. This resolution shall take effect immediately. 55
