BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF DELAWARE: Section 1. Amend 146, Title 17 of the Delaware Code by making deletions as shown by strike through and insertions as shown by underline as follows: 146. Access to state-maintained highways. (g) The Department shall issue an entrance permit to a private or public utility upon presentation to the Department of a satisfactory entrance permit application signed by the private or public utility, where the private or public utility owns or has an easement for the entrance location.
