FOR HIS HALF CENTURY OF SERVICE AS A MEMBER OF THE DELAWARE HERITAGE COMMISSION AND HIS DISTINGUISHED CAREER OF SERVICE TO THE STATE OF DELAWARE. WHEREAS, Harvey Bernard Rubenstein of Brandywine Hundred, New Castle County, Delaware, has served on the Delaware Heritage Commission and its forerunner, the Delaware American Revolution Bicentennial Commission, for a period of 50 years, having been appointed thereto originally by Governor Sherman W. Tribbitt in 1974 and reappointed by numerous governors in the years since; and WHEREAS, Harvey has had a remarkable legal career since his graduation from Temple Law School in 1955 and having been admitted first to the Pennsylvania Bar on April 17, 1956, and to the Delaware Bar on February 27, 1957; and WHEREAS, Harvey has been a sole practitioner in the law throughout his career, opening his law office on June 1, 1967, after having served for the previous two years as an attorney to the Democratic Caucus of the Delaware House of Representatives under then Speaker of the House Harold Bockman during the gubernatorial administration of Governor Charles L. Terry, Jr.; and WHEREAS, Harvey was awarded the national Sole Practitioner of the Year Award by the American Bar Association on August 5, 1995, an award the existence of which, prior to his having received it, Harvey had been completely unaware, learning later that his name and credentials had been submitted to the ABA by the Delaware State Bar Association; and WHEREAS, throughout his long legal career Harvey has been an extremely active, even ardent, member of the Delaware State Bar Association, of which he became president on July 1, 1991, and by which he was honored with the Bar Associations First State Distinguished Service Award, followed in 2003, by the associations Distinguished Mentoring Award for his service to other, younger attorneys; and WHEREAS, in 2001, Harvey became the fifth president of the Delaware Bar Foundation, which among other duties, publishes the Delaware Lawyer magazine; and WHEREAS, because of his strong interest in history, Harvey has been a steadfast supporter of numerous books, beginning with his co-authorship, along with Cy Liberman and James M. Rosbrow, of the third edition of The Delaware Citizen in 1967; followed by The Delaware Bar in the Twentieth Century (1994) and The Delaware Constitution of 1897, the First One Hundred Years (1997), for both of which Harvey chaired the Bar Associations editorial board; and WHEREAS, Harvey has been a leader, through the Delaware Heritage Commission, in working to preserve the vital history of Delaware Holocaust survivorspersons who survived the Holocaust and later settled in the First State; of Delawares small number of what are known as Righteous Gentiles, those non-Jews who took steps to hide and otherwise protect Jews from the Holocaust; and of our Liberators, Delawareans who helped to liberate the Nazi death camps while serving with the U.S. military in Germany and neighboring parts of Europe late in World War II; and WHEREAS, perhaps Harveys greatest contribution to the body of Delaware history is his wonderful 2004 autobiography, Rounding Third, which gives a marvelous account of his long and eventful life, and for which the title is taken from his lifelong love of playing and watching baseball; and WHEREAS, the highpoint of that book is Harveys account of his near lifelong love affair with his late wife, Myrna Hinda Lomish Rubenstein (1937-2001) and their having been blessed by three daughters, Dana Lynn, Kara Beth, and Alison Brookeall of whom are themselves attorneysand their families; and WHEREAS, the title of that chapter of Harveys book, The Finest Person I Ever Knew, the Only Partner I Ever Had, pretty much says it all; and WHEREAS, as things begin to slow down for this remarkable man, his friends and associates on the Delaware Heritage Commission are honoring him by elevating him to Emeritus Membership status on the Commission, which entitles him to be as active as he wishes for as long as he wishes with the Commission, which has benefitted so long and so well from his enlightened vision and his wise counsel; and WHEREAS, Harveys late friend and frequent collaborator on works of Delaware legal history, our States longtime Supreme Court Justice, Randy J. Holland, noted in the final paragraph of his introduction, One wonders how Mr. Rubenstein could possibly participate in so many community and professional activities at such a high level and still be selected by the American Bar Association as the Solo Practitioner of the Year..., an accomplishment that Harvey attributes to his wife, Myrna, who served as his partner in marriage and parenthood and as the entire staff of his law office for most of his career; and WHEREAS, Justice Holland concluded his introduction by writing, the stages of life have been compared to the seasons of the year. Rounding Third demonstrates that Harvey Bernard Rubenstein is truly a man for all seasons. I have no doubt that Mr. Rubenstein will cross home plate safely, but he has already won the game of life. He has been a positive influence in all of his endeavors and, fortunately for everyone, hes just Rounding Third .
