 SENATE CONCURRENT RESOLUTION NO. 196 

   

 RECOGNIZING JULY 18, 2024, AS THE 50TH ANNIVERSARY OF THE VICTIMS' COMPENSATION ASSISTANCE PROGRAM. 

   

  WHEREAS, the Victims Compensation Assistance Program (VCAP), previously known as the Violent Crimes Compensation Board, was created 50 years ago and was codified in Chapter 90 of Title 11; and   WHEREAS, the VCAP is tasked with administering the Victims Compensation Fund; and   WHEREAS, this program serves as an important lifeline, reaching out to victims wherever they are located throughout all three counties; and   WHEREAS, the VCAP helps to alleviate financial burdens faced by providing financial compensation for out-of-pocket costs incurred by persons who are victims of violent crimes committed within the State of Delaware; and    WHEREAS, during the past 50 years, the VCAP has helped tens of thousands of victims and their families begin to rebuild their lived after victimization; and   WHEREAS, the VCAP has dispersed tens of million of dollars to compensate victims of violent crimes for their medical bills, lost wages, mental health counseling, relocation costs, funeral and burial costs, and other crime-related expenses.   NOW, THEREFORE:    BE IT RESOLVED by the Senate of the 152  nd   General Assembly of the State of Delaware, the House of Representatives concurring therein, that we recognize July 18, 2024, as the 50  th   Anniversary of the Victims Compensation Assistance Program.
