A memorial to the Congress of the United States, 2 
urging Congress to establish a federal catastrophe 3 
pool. 4 
 5 
 WHEREAS, the United States has a history of catastrophic 6 
natural disasters, including, but not limited to, hurricanes, 7 
tornadoes, flood, fire, earthquakes, and volcanic eruptions, and 8 
 WHEREAS, homeowner losses from natural disasters have been 9 
on the rise as climate change triggers more frequent and 10 
destructive hurricanes, floods, and wildfires, and 11 
 WHEREAS, insurance companies continue to raise premiums in 12 
an attempt to remain solvent in the wake of increased claims 13 
resulting from natural disasters, and 14 
 WHEREAS, small, private insurance companies cannot single -15 
handedly afford substantial losses from having to pay claims 16 
from natural disasters, and 17 
 WHEREAS, many parts of the nation have been overburdened by 18 
the increase in rates and unavailability of insu rance, and 19 
 WHEREAS, residents of the State of Florida have been 20 
severely overburdened by the increase in rates and 21 
unavailability of insurance, and 22 
 WHEREAS, multiple insurance companies have become insolvent 23 
and or have stopped writing insurance in the S tate of Florida, 24 
and 25  

 WHEREAS, Citizens Property Insurance, the State of 26 
Florida's public insurer of last resort, has seen an increase of 27 
more than 399,822 policies since the beginning of 2020 and now 28 
has more than 1 million policies, and 29 
 WHEREAS, states currently have limited funding to cover 30 
insurance losses from federally declared natural disasters, and 31 
 WHEREAS, Hurricane Ian is projected to cost the Federal 32 
Government between $54 billion and $74 billion in total, and 33 
 WHEREAS, the Federal Government h as provided, and will 34 
continue to provide, resources to pay for losses from future 35 
catastrophic natural disasters, NOW, THEREFORE, 36 
 37 
Be It Resolved by the Legislature of the State of Florida: 38 
 39 
 That the Congress of the United States is urged to 40 
establish a federal catastrophe pool to spread the risk and 41 
reduce the cost of insurance premiums and assist insurance 42 
companies and residents of the State of Florida and of this 43 
nation when natural disasters strike. 44 
 BE IT FURTHER RESOLVED that the Secret ary of State dispatch 45 
copies of this memorial to the President of the United States, 46 
to the President of the United States Senate, to the Speaker of 47 
the United States House of Representatives, and to each member 48 
of the Florida delegation to the United Stat es Congress. 49
