An act relating to motorcycle specialty license 2
plates; creating s. 320.0878, F.S.; directing the 3
Department of Highway Safety and Motor Vehicles to 4
create a Blue Angels motorcycle specialty license 5
plate; providing issuance requirements for the plate; 6
providing for distribution of use fees received from 7
the sale of the plate; providing for transfer of the 8
plate to a replacement vehicle under certain 9
circumstances; providing design requirements for the 10
plate; authorizing the department to issue 11
personalized prestige plates in accordance with 12
certain provisions; providing a contingent effective 13
date. 14

Be It Enacted by the Legislature of the State of Florida: 16

Section 1. Section 320.0878, Florida Statutes, is created 18
to read: 19
320.0878 Blue Angels motorcycle specialty license plate. — 20
(1) Notwithstanding s. 320.08053, the department shall 21
develop a reduced-dimensions Blue Angels specialty license plate 22
for display on motorcycles. 23
(2) The department shall issue a Blue Angels specialty 24
license plate to the owner or lessee of any motorcycle upon 25

request. Each request must be made annually to the department, 26
accompanied by the taxes and fees established in s . 320.08781. 27
(3) The annual use fees collected pursuant to s. 28
320.08781(4) for the sale of the plate shall be distributed to 29
the Naval Aviation Museum Foundation. 30
(4) If the owner or lessee to whom the department has 31
issued a Blue Angels motorcycle spe cialty license plate acquires 32
a replacement vehicle within the owner's registration period, 33
the department must authorize a transfer of the plate to the 34
replacement vehicle in accordance with s. 320.0609. The annual 35
use fee and processing fee established i n s. 320.08781 may not 36
be refunded. 37
(5) The plate shall be 4 inches wide by 7 inches long and 38
incorporate an image of the Blue Angels approved by the 39
department and may bear the imprint of numerals from 1 to 999, 40
inclusive, capital letters "A" through "Z ," or a combination 41
thereof. The maximum number of characters shall be four, 42
including letters and numerals, and the design shall be printed 43
on the far left side of the plate. The Blue Angels motorcycle 44
specialty license plate must be otherwise of the same material 45
as standard license plates issued for any registration period. 46
In small letters, the word "Florida" must appear at the top of 47
the plate. 48
(5) The department may issue personalized prestige plates 49
for the license plate authorized in this section. Such plates 50

shall be issued in accordance with applicable provisions of s. 51
320.0805. 52
Section 2. This act shall take effect October 1, 2022, but 53
only if HB 143 or similar legislation takes effect , if such 54
legislation is adopted in the same legislativ e session or an 55
extension thereof and becomes a law. 56
