An act relating to motorcycle specialty license 2
plates; creating s. 320.0878, F.S.; directing the 3
Department of Highway Safety and Motor Vehicles to 4
create a Blue Angels motorcycle specialty license 5
plate; providing issuance requirements for the plate; 6
providing for distribution and use of annual use fees 7
received from the sale of the plate; providing for 8
transfer of the plate to a replacement vehicle under 9
certain circumstances; providing design requirements 10
for the plate; authorizing the department to issue 11
personalized prestige plates in accordance with 12
certain provisions; providing a contingent effective 13
date. 14

Be It Enacted by the Legislature of the Sta te of Florida: 16

Section 1. Section 320.0878, Florida Statutes, is created 18
to read: 19
320.0878 Blue Angels motorcycle specialty license plate. — 20
(1) Notwithstanding s. 320.08053, the department shall 21
develop a reduced-dimensions Blue Angels specialty l icense plate 22
for display on motorcycles. 23
(2) The department shall issue a Blue Angels specialty 24
license plate to the owner or lessee of any motorcycle upon 25

request. Each request must be made annually to the department, 26
accompanied by the taxes and fees e stablished in s. 320.08781. 27
(3) The annual use fees collected pursuant to s. 28
320.08781(4) for the sale of the plate shall be distributed to 29
the Naval Aviation Museum Foundation, a nonprofit Florida 30
corporation under s. 501(c)(3) of the Internal Revenue C ode, to 31
fund maintenance, programs, marketing, and projects of the 32
foundation, including the National Naval Aviation Museum and the 33
National Flight Academy in Pensacola. Up to 10 percent of the 34
funds received by the foundation may be used for marketing of 35
the plate and costs directly associated with the administration 36
of the foundation. The foundation shall distribute 50 percent of 37
the funds to eligible programs and projects associated with the 38
National Flight Academy and the remainder of the funds to 39
eligible programs and projects associated with the National 40
Naval Aviation Museum. 41
(4) If the owner or lessee to whom the department has 42
issued a Blue Angels motorcycle specialty license plate acquires 43
a replacement vehicle within the owner's registration per iod, 44
the department must authorize a transfer of the plate to the 45
replacement vehicle in accordance with s. 320.0609. The annual 46
use fee and processing fee established in s. 320.08781 may not 47
be refunded. 48
(5) The plate shall be 4 inches wide by 7 inches long and 49
incorporate an image of the Blue Angels approved by the 50

department and may bear the imprint of numerals from 1 to 999, 51
inclusive, capital letters "A" through "Z," or a combination 52
thereof. The maximum number of characters shall be four, 53
including letters and numerals, and the design shall be printed 54
on the far left side of the plate. The Blue Angels motorcycle 55
specialty license plate must be otherwise of the same material 56
as standard license plates issued for any registration period. 57
In small letters, the word "Florida" must appear at the top of 58
the plate. 59
(6) The department may issue personalized prestige plates 60
for the license plate authorized in this section. Such plates 61
shall be issued in accordance with applicable provisions of s. 62
320.0805. 63
Section 2. This act shall take effect October 1, 2022, but 64
only if HB 143 or similar legislation takes effect , if such 65
legislation is adopted in the same legislative session or an 66
extension thereof and becomes a law. 67
