A bill to be entitled 1 
An act relating to the Live the Dream license plate; 2 
amending s. 320.08058, F.S.; revising distribution of 3 
the annual use fees from the sale of the Live the 4 
Dream license plate; providing for the award of 5 
scholarships to certain students through a competitive 6 
application process; establishing a scholarship 7 
program committee; providing for fiscal oversight by a 8 
certified public accounting firm; providing an 9 
effective date. 10

Be It Enacted by the Legislature of the State of Florida: 12 
 13 
 Section 1.  Subsection (47) of section 320.08058, Florida 14 
Statutes, is amended to read: 15 
 320.08058  Specialty license plates. — 16 
 (47)  LIVE THE DREAM LICENSE PLATES. — 17 
 (a)  The department shall develop a Live the Dream license 18 
plate as provided in this section. Live the Dream license plates 19 
must bear the colors and design approved by the department. The 20 
word "Florida" must appear at the top of the plate, and the 21 
words "Live the Dream" must appear at the bottom of the plate. 22 
 (b)  The proceeds of the annual use fee shall be 23 
distributed to the Dream Foundation, Inc., to be used in the 24 
following manner: 25

 1.  Up to 5 percent may be used to administer, promote, and 26 
market the license p late. 27 
 1.2. At least 40 60 percent shall be distributed equally 28 
among the sickle cell organizations that are Florida members of 29 
the Sickle Cell Disease Association of America, Inc., for 30 
programs that provide research, care, and treatment for sickle 31 
cell disease. 32 
 2.  At least 35 percent shall be distributed to the Dream 33 
Foundation, Inc., for programs and services relating to the 34 
Dream Reentering Citizens Fund, as follows: 35 
 a.  Ten percent shall be used for administrative costs 36 
associated with the operation of the Dream Foundation, Inc., and 37 
for marketing and promoting the license plate. 38 
 b.  Ten percent shall be used for programs and services 39 
provided directly by the Dream Foundation, Inc., which assist 40 
inmates released from the Department of Corrections in 41 
successfully reentering the community. 42 
 c.  Fifteen percent shall be distributed as grants to 43 
administer and market programs and services throughout this 44 
state which assist inmates released from the Department of 45 
Corrections in successfully reentering th e community.  46 
 3.  At least 20 30 percent shall be distributed as 47 
scholarships to high school seniors in this state, at least one 48 
of whose parents or legal guardians is incarcerated, for the 49 
purpose of attending a state university, a Florida College 50

System institution, a career center operated by a school 51 
district under s. 1001.44, or a charter technical career center 52 
to Chapman Partnership, Inc., for programs that provide relief 53 
from poverty, hunger, and homelessness . Scholarships shall be 54 
awarded through a competitive application process overseen by a 55 
scholarship program committee composed of one representative 56 
from a PACE Center for Girls, one representative from Children 57 
of Inmates, Inc., one representative from Living Stones 58 
International, Inc., and one representative from the executive 59 
team or board of the Dream Foundation, Inc. Fiscal oversight of 60 
the scholarship program shall be performed by a certified public 61 
accounting firm.  62 
 4.  Up to 5 percent may be distributed by the department on 63 
behalf of the Dream Foundation, Inc., to The Martin Luther King, 64 
Jr. Center for Nonviolent Social Change, Inc., as a royalty for 65 
the use of the image of Dr. Martin Luther King, Jr. 66 
 Section 2.  This act shall take effect October 1, 2022. 67
