amending s. 627.748, F.S.; providing a limitation on 3
certain fees charged by airports or seaports; 4
prohibiting certain airports and seaports from 5
removing, degrading, or impeding access to certain 6
services, benefits, or infrastructure; providing an 7
effective date. 8

Be It Enacted by the Legislature of the State of Florida: 10

Section 1. Paragraph (b) of subsection (17) of section 12
627.748, Florida Statutes, is amended to read: 13
627.748 Transportation network companies. — 14
(17) PREEMPTION.— 15
(b)1. This subsection does not prohibit an airport or 16
seaport from charging reasonable pickup fees consiste nt with any 17
pickup fees charged to taxicab companies at that airport or 18
seaport for their use of the airport's or seaport's facilities , 19
provided such fees do not exceed $2 per ride, or prohibit the 20
airport or seaport from designating locations for staging, 21
pickup, and other similar operations at the airport or seaport. 22
2. An airport or a seaport imposing a pickup fee as 23
authorized by subparagraph 1. may not intentionally remove, 24
degrade, or otherwise impede access to any service, benefit, or 25

infrastructure, including, but not limited to, staging lots, 26
curb access, and driver rest facilities, made available to a TNC 27
before January 1, 2021. 28
Section 2. This act shall take effect July 1, 2022. 29
