A bill to be entitled 1 
An act relating to the Rupert J. Smith Law Library, 2 
St. Lucie County; amending ch. 2001 -326, Laws of 3 
Florida, as amended; providing for the appointment of 4 
an additional member to the board of trustees; 5 
providing an effective date. 6

Be It Enacted by the Legislature of the State of Florida: 8 
 9 
 Section 1.  Section 1 of section 3 of chapter 2001 -326, 10 
Laws of Florida, as amended by chapter 2006 -326, Laws of 11 
Florida, is amended to read: 12 
 Section 1.  There is hereby created a Board of Trustees to 13 
be known as "Board of Trustees, Rupert J. Smith Law Library of 14 
Saint Lucie County," which said board shall consist of six five 15 
members; the membership of the said board shall consist of a 16 
Circuit Judge who is a resident of Saint Lucie County, to be 17 
designated by the Chief Judge of the Nineteenth Judicial 18 
Circuit, one member of the Board of County Commissioners of 19 
Saint Lucie County to be chosen by the said Board of Count y 20 
Commissioners biennially, two active practicing attorneys who 21 
reside in the Nineteenth Judicial Circuit Saint Lucie County, 22 
one to be appointed by the president of the Saint Lucie County 23 
Bar Association and one to be appointed by the president of the 24 
Port Saint Lucie Bar Association , one and a lay member to be 25

appointed by the president of the Friends of Saint Lucie County 26 
Library Association, Inc. , and one honorary member to be 27 
appointed by the Board of Trustees, Rupert J. Smith Law Library 28 
of Saint Lucie County. At the time this act takes effect, two 29 
attorneys shall be appointed for a term of 1 year, beginning on 30 
the first Tuesday after the first Monday in January of each 31 
year. The Board of Trustees shall have full power and authority 32 
to establish, operate, and maintain one or more law library 33 
facilities within Saint Lucie County at such place or places as 34 
may, from time to time, be designated by said Board of Trustees; 35 
to prescribe rules and regulations as to its own functions and 36 
organization; and to pr escribe and enforce rules and regulations 37 
as to the use, maintenance, and operation of said law library. 38 
Said Board of Trustees shall purchase books, furniture, 39 
equipment, and supplies either for cash or upon retained title 40 
or other contracts that shall be payable solely out of said law 41 
library fund and not otherwise. 42 
 Section 2.  This act shall take effect upon becoming a law. 43
