A bill to be entitled 1 
An act relating to uterine fibroid research and 2 
education; creating s. 381.9312, F.S.; providing 3 
definitions; requiring the Department of Health to 4 
develop and maintain an electronic database of 5 
information related to uterine fibroids; providing a 6 
specified purpose for such database; requiring that 7 
the database include specified information; requiring 8 
health care providers to submit certain informatio n to 9 
the department for inclusion in the database; 10 
prohibiting the database from including any personal 11 
identifying information; providing that such 12 
information is confidential; authorizing certain 13 
persons to use such information for a specified 14 
purpose; requiring the department to develop and 15 
include information related to fibroids in certain 16 
literature currently made available to the public for 17 
a specified purpose; providing an appropriation and 18 
authorizing a position; providing an effective date. 19

Be It Enacted by the Legislature of the State of Florida: 21 
 22 
 Section 1.  Section 381.9312, Florida Statutes, is created 23 
to read: 24 
 381.9312  Uterine fibroid research database; education and 25

public awareness.— 26 
 (1)  DEFINITIONS.—As used in this section, the t erm: 27 
 (a)  "Department" means the Department of Health. 28 
 (b)  "Health care provider" means a physician licensed 29 
under chapter 458 or chapter 459 or an autonomous advanced 30 
practice registered nurse registered under s. 464.0123. 31 
 (c)  "Uterine fibroid" means a noncancerous growth of the 32 
uterus that often appears during a woman's childbearing years. 33 
 (2)  UTERINE FIBROID RESEARCH DATABASE. — 34 
 (a)  The department shall develop and maintain an 35 
electronic database consisting of information related to uterine 36 
fibroids. The purpose of the database is to encourage research 37 
relating to the diagnosis and treatment of uterine fibroids and 38 
to ensure that women are provided with the relevant information 39 
and health care necessary to prevent and treat uterine fibroids. 40 
The database must include, but need not be limited to, all of 41 
the following information: 42 
 1.  Incidence and prevalence of women diagnosed with 43 
uterine fibroids in the state. 44 
 2.  Demographic attributes of women diagnosed with uterine 45 
fibroids in the state. 46 
 3.  Treatments and procedures for uterine fibroids used by 47 
health care providers in the state. 48 
 (b)  A health care provider who diagnoses or treats a woman 49 
with uterine fibroids shall submit information relating to such 50

diagnosis or treatment to the departmen t in a form and manner 51 
prescribed by department rule for inclusion in the database. 52 
Such information may be submitted along with any reports or 53 
other information that the health care provider is required to 54 
submit to the department pursuant to state law. 55 
 (3)  UTERINE FIBROID EDUCATION OUTREACH AND PUBLIC 56 
AWARENESS.—The department shall develop and include information 57 
related to uterine fibroids in its women's health care 58 
educational materials currently made available to the public. 59 
The information must inc lude, but need not be limited to, the 60 
following: 61 
 (a)  Possible risk factors for developing uterine fibroids. 62 
 (b)  Range of available treatment options that are 63 
considered alternatives to hysterectomy. 64 
 Section 2.  For the 2022-2023 fiscal year, the sum s of 65 
$121,852 in recurring funds from the General Revenue Fund and 66 
$681,048 in nonrecurring funds from the General Revenue Fund are 67 
appropriated to the Department of Health and one full -time 68 
equivalent position with associated salary rate of 55,212 is 69 
authorized for the purpose of implementing this act. 70 
 Section 3.  This act shall take effect July 1, 2022. 71
