A bill to be entitled 1 
An act relating to human trafficking; amending s. 2 
16.618, F.S.; deleting an obsolete provision; 3 
requiring the direct support organization of the 4 
Statewide Council on Human Trafficking to develop 5 
certain training for firesafety inspectors; providing 6 
that such training is eligible for continuing 7 
education credits; providing an effective date. 8

Be It Enacted by the Legislature of the State of Flor ida: 10 
 11 
 Section 1.  Paragraph (b) of subsection (4) of section 12 
16.618, Florida Statutes, is amended, and paragraph (f) is added 13 
to that subsection, to read: 14 
 16.618  Direct-support organization. — 15 
 (4) 16 
 (b)  Recognizing that this state hosts large -scale events, 17 
including sporting events, concerts, and cultural events, which 18 
generate significant tourism to this state, produce significant 19 
economic revenue, and often are conduits for human trafficking, 20 
the institute must develop training that is ready for stat ewide 21 
dissemination by not later than October 1, 2019 . 22 
 1.  Training must focus on detecting human trafficking, 23 
best practices for reporting human trafficking, and the 24 
interventions and treatment for survivors of human trafficking. 25

 2.  In developing the t raining, the institute shall consult 26 
with law enforcement agencies, survivors of human trafficking, 27 
industry representatives, tourism representatives, and other 28 
interested parties. The institute also must conduct research to 29 
determine the reduction in reci divism attributable to the 30 
education of the harms of human trafficking for first -time 31 
offenders. 32 
 (f)  The institute shall develop training for firesafety 33 
inspectors in the recognition and reporting of human 34 
trafficking. Such training is eligible for conti nuing education 35 
credit under s. 633.216(4). 36 
 Section 2.  This act shall take effect July 1, 2022. 37
