A bill to be entitled 1 
An act relating to advanced air mobility; creating the 2 
Advanced Air Mobility Study Task Force adjunct to the 3 
Department of Transportation; specifying the 4 
composition of the task force; providing that task 5 
force members serve at the pleasure of their 6 
appointing authority; providing that task force 7 
members shall serve without compensation but are 8 
entitled to certain reimbursement; specifying duties 9 
of the task force; defining the term "VTOL aircraft"; 10 
requiring the task force to submit a certain report to 11 
the Governor and the Legislature by a specified date; 12 
providing for abolishment of the task force; providing 13 
for expiration; providing an effective date. 14

Be It Enacted by the Legislature of the State of Florida: 16 
 17 
 Section 1.  Advanced Air Mobility Study Task Force. — 18 
 (1)  The Advanced Air Mobility Study Task Force, a task 19 
force as defined in s. 20.03(8), Florida Statutes, is created 20 
adjunct to the Department of Transportation. The task force is 21 
composed of the following members: 22 
 (a)  The secretary of the Department of Transportation or 23 
the secretary's designee, who shall serve as chair of the task 24 
force. 25

 (b)  One member of the Senate appointed by the President of 26 
the Senate. 27 
 (c)  One member of the House of Representatives appointed 28 
by the Speaker of the House of Representatives. 29 
 (d)  The executive director of the Florida League of Cities 30 
or the director's designee. 31 
 (e)  The executive director of th e Florida Association of 32 
Counties or the director's designee. 33 
 (f)  The president of Space Florida or the president's 34 
designee. 35 
 (g)  Appointed by the Governor: 36 
 1.  Two members, each representing a different city having 37 
a population of more than 250,000 p ersons. 38 
 2.  One member representing a city having a population of 39 
fewer than 250,000 persons. 40 
 3.  One member representing a metropolitan planning 41 
organization. 42 
 4.  One member representing the State University System. 43 
 5.  Three members representing the advanced air mobility 44 
industry. 45 
 6.  One member representing an organization in this state 46 
which advocates for persons with disabilities. 47 
 7.  Two members representing the business community. 48 
 8.  One member representing an organization in this state 49 
which advocates for underserved transportation areas. 50

 9.  One member representing a public airport located in a 51 
county having a population of more than 1 million persons. 52 
 10.  One member representing a public airport located in a 53 
county having a population of fewer than 1 million persons. 54 
 (2)  Appointed members shall serve at the pleasure of the 55 
appointing authority. 56 
 (3)  Task force members shall serve without compensation 57 
but are entitled to receive reimbursement for per d iem and 58 
travel expenses pursuant to s. 112.061, Florida Statutes. 59 
 (4)  The task force shall hold public hearings in locations 60 
throughout this state, or by electronic means, and receive 61 
public comments through a website or by mail. The task force 62 
shall: 63 
 (a)  Assess and describe the current state of development 64 
of the advanced air mobility industry, specifically, deployment 65 
of VTOL aircraft. As used in this section, the term "VTOL 66 
aircraft" means aircraft capable of taking off and landing 67 
vertically without use of a runway. 68 
 (b)  Identify and discuss any federal requirements that 69 
must be met for deployment of advanced air mobility in this 70 
state. 71 
 (c)  Recommend any revisions to current state law that may 72 
impact the advanced air mobility industry, including, but not 73 
limited to, any revisions that would create jurisdictional 74 
consistency for advanced air mobility operations throughout this 75

state. 76 
 (d)  Collaborate with local governments to evaluate 77 
potential integration of advanced air mobility into 78 
transportation plans. Such collaboration shall be summarized in 79 
the report submitted pursuant to subsection (5). 80 
 (5)  By October 1, 2023, the task force shall submit to the 81 
Governor, the President of the Senate, and the Speaker of the 82 
House of Representatives a repor t including the information 83 
specified in subsection (4), as well as any other relevant 84 
material deemed appropriate by the task force. Upon submission 85 
of the report, the task force is abolished. 86 
 (6)  This section expires December 31, 2023. 87 
 Section 2.  This act shall take effect July 1, 2022. 88
