An act relating to City of Inverness, Citrus County; 2 
creating a special zone; providing boundaries; 3 
providing an exception to general law; providing 4 
requirements for the issuance of a special permit for 5 
a bona fide licensed vendor operating within the 6 
described area for the sale of alcoholic beverages for 7 
consumption off the licensed premises and on public 8 
rights-of-way and public park property during city-9 
approved special events; providing that special 10 
permits are in addition to certain other authorized 11 
temporary permits; requiring a bona fide licensed 12 
vendor to comply with all other statutory 13 
requirements; providing an effective date. 14

Be It Enacted by the Legislature of the State of Florida: 16 
 17 
 Section 1.  There is created a special zone in the City of 18 
Inverness to be known as the "Downtown Inverness Entertainment 19 
District," more particularly described as follows: 20 
 21 
Commencing at the corner of the east right-of-way line 22 
of North Seminole Avenue and the south right -of-way 23 
line of West Dampier Street; thence east along the 24 
south right-of-way line of West Dampier Street to the 25

east right-of-way line of North Pine Avenue; thence 26 
north for 250 feet alon g the east right-of-way line of 27 
North Pine Avenue; thence east for 375 feet to the 28 
center line of North Apopka Avenue; thence south to 29 
the south right-of way line of West Dampier Street; 30 
thence east to the east right -of-way line of North 31 
Apopka Avenue; thence south to the intersection of the 32 
east right-of-way line of North Apopka Avenue and the 33 
northeast right-of-way line of Courthouse Square; 34 
thence southeast along the northeast right of way line 35 
of Courthouse Square to the terminus of such right of 36 
way at its intersection with East Main Street; thence 37 
southwest to the east corner of "Courthouse Square," 38 
CITY OF INVERNESS, according to the plat thereof as 39 
recorded in Plat Book 1, Page 36, Public Records of 40 
Citrus County; thence northwest to the north corner of 41 
"Courthouse Square," CITY OF INVERNESS, according to 42 
the plat thereof as recorded in Plat Book 1, Page 36, 43 
Public Records of Citrus County; thence southwest to 44 
the west corner of "Courthouse Square," CITY OF 45 
INVERNESS, according to the plat thereof as recorded 46 
in Plat Book 1, Page 36, Public Records of Citrus 47 
County; thence southeast 103 feet along the southwest 48 
boundary of "Courthouse Square," CITY OF INVERNESS, 49 
according to the plat thereof as recorded in Plat Book 50

right-of-way line of Courthouse Square and the south 54 
right-of-way line of West Main Street; thence west 55

to the west right-of-way line of North Pine Avenue; 57 
thence north for 260 feet along the west right -of-way 58 
line of North Pine Avenue; thence west for 331 feet to 59 
the east right of way line of North Seminole Avenue; 60 
thence north to the point of beginning. 61

 Section 2.  Notwithstanding the Beverage Law or any other 63 
provision of law, the Division of Alcoholic Beverages and 64 
Tobacco of the Department of Business and Professional 65 
Regulation shall issue a permit to a bona fide licensed vendo r 66 
operating a licensed premises in the Downtown Inverness 67 
Entertainment District described in section 1, during a special 68 
event approved or declared by the City of Inverness to 69 
temporarily sell alcoholic beverages in open containers for 70 
consumption on the premises or in open containers to be removed 71 
from the premises by patrons and consumed within the Downtown 72 
Inverness Entertainment District. The type and color of the open 73 
container may be identified in the resolution approved by the 74 
City of Inverness. Suc h permit is valid only for the duration of 75

each special event approved by the city manager. 76 
 Section 3.  The special permit authorized by this act shall 77 
be granted in addition to any other temporary permits authorized 78 
pursuant to the Beverage Law. 79 
 Section 4.  A bona fide licensed vendor shall comply with 80 
all other requirements of chapter 561, Florida Statutes, while 81 
conducting business pursuant to a special permit authorized by 82 
this act. 83 
 Section 5.  This act shall take effect upon becoming a law. 84
