A bill to be entitled 1 
An act relating to energy; amending s. 286.29, F.S.; 2 
revising the selection criteria for purchasing or 3 
leasing vehicles for state agency, college, or 4 
university or certain local government fleets; 5 
removing a provision requiring the use and procurement 6 
of ethanol and biodiesel fuels; requiring the 7 
Department of Management Services, before a specified 8 
date, to make recommendations to state agencies and 9 
local governments relating to the procurement and 10 
integration of electric vehicles; amending s. 553.791, 11 
F.S.; revising the definition of the term "single -12 
trade inspection"; providing an effective date. 13 
 14 
Be It Enacted by the Legislature of the State of F lorida: 15 
 16 
 Section 1.  Subsections (4) and (5) of section 286.29, 17 
Florida Statutes, are amended to read: 18 
 286.29  Climate-friendly public business. —The Legislature 19 
recognizes the importance of leadership by state government in 20 
the area of energy efficienc y and in reducing the greenhouse gas 21 
emissions of state government operations. The following shall 22 
pertain to all state agencies when conducting public business: 23 
 (4)  When procuring new vehicles, all state agencies, state 24 
universities, community colleges, and local governments that 25

purchase vehicles under a state purchasing plan shall first 26 
define the intended purpose for the vehicle and determine which 27 
of the following use classes for which the vehicle is being 28 
procured: 29 
 (a)  State business travel, desig nated operator; 30 
 (b)  State business travel, pool operators; 31 
 (c)  Construction, agricultural, or maintenance work; 32 
 (d)  Conveyance of passengers; 33 
 (e)  Conveyance of building or maintenance materials and 34 
supplies; 35 
 (f)  Off-road vehicle, motorcycle, or a ll-terrain vehicle; 36 
 (g)  Emergency response; or 37 
 (h)  Other. 38

Vehicles described in paragraphs (a) through (h), when being 40 
processed for purchase or leasing agreements, must be selected 41 
based on the lowest lifetime ownership costs, including costs 42 
for fuel, operations, and maintenance, for the greatest fuel 43 
efficiency available for a given use class when fuel economy 44 
data are available. Exceptions may be made for individual 45 
vehicles in paragraph (g) when accompanied, during the 46 
procurement process, by d ocumentation indicating that the 47 
operator or operators will exclusively be emergency first 48 
responders or have special documented need for exceptional 49 
vehicle performance characteristics. Any request for an 50

exception must be approved by the purchasing agenc y head and any 51 
exceptional performance characteristics denoted as a part of the 52 
procurement process prior to purchase. 53 
 (5)  All state agencies shall use ethanol and biodiesel 54 
blended fuels when available. State agencies administering 55 
central fueling opera tions for state-owned vehicles shall 56 
procure biofuels for fleet needs to the greatest extent 57 
practicable. 58 
 Section 2.  Before July 1, 2023, the Department of 59 
Management Services shall make recommendations to state 60 
agencies, including state colleges and u niversities, and local 61 
governments regarding the procurement of electric vehicles and 62 
best practices for integrating such vehicles into existing 63 
fleets. 64 
 Section 3.  Paragraph (p) of subsection (1) of section 65 
553.791, Florida Statutes, is amended to read : 66 
 553.791  Alternative plans review and inspection. — 67 
 (1)  As used in this section, the term: 68 
 (p)  "Single-trade inspection" means any inspection focused 69 
on a single construction trade, such as plumbing, mechanical, or 70 
electrical. The term includes, but is not limited to, 71 
inspections of door or window replacements; fences and block 72 
walls more than 6 feet high from the top of the wall to the 73 
bottom of the footing; stucco or plastering; reroofing with no 74 
structural alteration; HVAC replacements; installation of 75

electric vehicle charging stations; solar energy and energy 76 
storage installations or alterations; ductwork or fan 77 
replacements; alteration or installation of wiring, lighting, 78 
and service panels; water heater changeouts; sink replacements; 79 
and repiping. 80 
 Section 4.  This act shall take effect July 1, 2022. 81
