A bill to be entitled 1 
An act relating to the City of Edgewood, Orange 2 
County; creating special zones in the City of 3 
Edgewood; providing boundaries; providing an exception 4 
to general law; providing space, seating, and minimum 5 
gross revenue requirements for special alcoholic 6 
beverage licenses for restaurants in described areas; 7 
providing an effective date. 8

Be It Enacted by the Legislature of the State of Florida: 10 
 11 
 Section 1.  There is hereby created special zones in the 12 
City of Edgewood, to be known as the Edgewood Restaurant 13 
Incentive Areas, more particularly described as follows: 14 
 15 
Commence at the Northwest corner of the Southwest 1/4 16 
of Section 12, Township 23 South, Range 29 E ast, 17 
Orange County, Florida, thence run East along the 18 
North line of the Southwest 1/4 of said Section 12, a 19 
distance of 42.47 feet to the East right of way line 20 
of Orange Avenue (State Road 527) for a POINT OF 21 
BEGINNING; thence continue East along said No rth line, 22 
to the Northeast corner of Oakwater Professional Park 23 
Condo Unit 4; thence run along the Eastern boundary of 24 
Units 4, 5 and 6 of the Oakwater Professional Park 25

 Section 2.  Notwithstanding s. 561.20(1), Florida Statutes, 141 
in the areas herein described as the Edgewood Restaurant 142 
Incentive Areas, the Division of Alcoholic Beverages and Tobacco 143 
of the Department of Business and Professional Regulation shall 144 
issue a special alcoho lic beverage license to a bona fide 145 
restaurant in the Edgewood Restaurant Incentive Areas described 146 
in section 1 that is licensed by the Division of Hotels and 147 
Restaurants of the Department of Business and Professional 148 
Regulation, occupies at least 1,800 s quare feet of contiguous 149 
space used as a part of the food service establishment, is 150

equipped to serve meals to 80 persons at one time, and derives 151 
at least 51 percent of its gross food and beverage revenue from 152 
the sale of food and nonalcoholic beverages d uring the first 60-153 
day operating period and each 12 -month operating period 154 
thereafter. Failure of any licensee issued this special license 155 
to meet the required percentage of food and nonalcoholic 156 
beverage gross revenues during the covered operating period 157 
shall result in the revocation of the license or denial of the 158 
pending application for a permanent license of a licensee 159 
operating with a temporary license. A licensee whose license is 160 
revoked, or an applicant whose pending application for a 161 
permanent license is denied, or any person required to qualify 162 
on the special alcoholic beverage license application, is 163 
ineligible to have any interest in a subsequent application for 164 
such license for a period of 120 days after the date of the 165 
final denial or revocatio n. 166 
 Section 3.  This act shall take effect upon becoming a law. 167
