HCR 1589 2022 CODING: Words stricken are deletions; words underlined are additions. hcr1589-00 Page 1 of 3 FL O R I D A H O U S E O F R E P R E S E N T A T I V E S House Concurrent Resolution 1 A concurrent resolution ratifying the proposed 2 amendment to the Constitution of the United States 3 relating to equal rights for men and women. 4 5 WHEREAS, during the Second Session of the 92nd Congress of 6 the United States of America, by a constitutional majority of 7 two-thirds, both houses approved the Equal Rights Amendment, and 8 WHEREAS, on March 22, 1972, this proposed amendment to the 9 Constitution of the United States was sent to the states for 10 ratification, and 11 WHEREAS, Article V of the United States Constitution 12 authorizes the Legislature of Florida to ratify proposed 13 amendments to the Constitution of the United States, and 14 WHEREAS, the provisions of the 1972 Equal Rights Amendment 15 contained a 7-year period for ratification, a deadline the 16 United States Congress later extended to 1982 after 35 states 17 had ratified the amendment, and 18 WHEREAS, on March 17, 2021, the United States House of 19 Representatives passed House Joint Resolution 17 to 20 retroactively eliminate the ratification deadline from the 21 amendment, and a companion bill, Senate Joint Resolution 1, has 22 been introduced in the United States Senate, and 23 WHEREAS, constitutional equality for men and women 24 continues to be timely in the United States and worldwide, and 25 HCR 1589 2022 CODING: Words stricken are deletions; words underlined are additions. hcr1589-00 Page 2 of 3 FL O R I D A H O U S E O F R E P R E S E N T A T I V E S many other nations have achieved constitutional equality for men 26 and women, NOW, THEREFORE, 27 28 Be It Resolved by the House of Representatives of the State of 29 Florida, the Senate C oncurring: 30 31 That the proposed amendment to the Constitution of the 32 United States set forth below is ratified by the Legislature of 33 the State of Florida. 34 "ARTICLE ____ 35 "SECTION 1. Equality of rights under the law shall not be 36 denied or abridged by the United States or by any State on 37 account of sex. 38 "SECTION 2. The Congress shall have the power to enforce, 39 by appropriate legislation, the provisions of this article. 40 "SECTION 3.
