II.Summary of Amendments Contained in Message: 
House Amendment 816737 contains the entire contents of the Senate bill, plus two additional 
provisions described below. The amendment: 
 Authorizes the President of the Senate and the Speaker of the House to choose former 
caregivers of individuals with a rare disease, in addition to current caregivers, when making 
appointments of caregivers as members of the Rare Disease Advisory Council; and 
 Reverses a statutory provision enacted in 2021 by providing that a medical examiner, in 
certain circumstances involving the death of a human being, must determine the cause of 
death and perform other tasks provided in current law but is not required to certify the death.
