A bill to be entitled 1 
An act relating to emergency response mapping data; 2 
amending s. 1013.13, F.S.; creating the School Mapping 3 
Data Grant Program within the Department of Education; 4 
authorizing each school district to apply for program 5 
funds to provide mapping data for public schools 6 
within the district; providing requirements for the 7 
use of such funds; providing requirements for 8 
specified entities and school mapping data; providing 9 
an effective date. 10 
 11 
Be It Enacted by the Legislature of the State of Florida: 12 
 13 
 Section 1.  Subsection (2) of section 1013.13, Florida 14 
Statutes, is renumbered as subsection (3), and a new subsecti on 15 
(2) is added to that section, to read: 16 
 1013.13  Coordination of school safety information; 17 
construction design documents. — 18 
 (2)  In order to facilitate efficient emergency responses, 19 
the School Mapping Data Grant Program is created within the 20 
Department of Education. Each school district, in consultation 21 
with local law enforcement and public safety agencies, may apply 22 
to receive funds from the program to provide school mapping data 23 
for each public school, including charter schools, in the 24 
district. The school district shall use the funds to satisfy all 25

or some of the requirements of this section, which may include 26 
procuring a vendor to provide such data. The entity producing 27 
the data is responsible for providing the data to the school 28 
district and local law enforcement and public safety agencies 29 
for use in response to emergencies and for conducting drills 30 
required under s. 1006.07(4). 31 
 (a)  School mapping data must be provided in an electronic 32 
or a digital format to assist first responders in responding t o 33 
emergencies at schools. 34 
 (b)  The school mapping data provided must: 35 
 1.  Be compatible with software platforms used by local, 36 
state, and federal public safety agencies that provide emergency 37 
services to the specific school for which the data is provided 38 
without requiring such agencies to purchase additional software 39 
or requiring a fee to view or access the data. 40 
 2.  Be compatible with security software platforms in use 41 
by the specific school for which the data is provided without 42 
requiring the local law enforcement agencies or school districts 43 
to purchase additional software or requiring a fee to view or 44 
access the data. 45 
 3.  Be in a printable format and, if requested in addition 46 
to paragraph (a), be in a digital file format that can be 47 
integrated into interactive mobile platforms in use. 48 
 4.  Be verified for accuracy by a walk -through of school 49 
buildings and grounds. 50

 5.  Be oriented true north. 51 
 6.  Be overlaid on current aerial imagery. 52 
 7.  Contain site-specific labeling that matches the 53 
structure of school buildings, including room labels, hallway 54 
names, and external door or stairwell numbers and locations of 55 
hazards, critical utility locations, key boxes, automated 56 
external defibrillators, and trauma kits. 57 
 8.  Contain site-specific labeling that mat ches the school 58 
grounds, including parking areas, athletic fields, surrounding 59 
roads, and neighboring properties. 60 
 9.  Be overlaid with gridded x and y coordinates. 61 
 Section 2.  This act shall take effect July 1, 2023. 62
