An act relating to state lottery funding for veterans' 2 
assistance education programs; amending s. 24.103, 3 
F.S.; providing a definition; amending s. 24.105, 4 
F.S.; requiring the Department of the Lottery to 5 
create an instant lottery game that benefits veterans' 6 
assistance education programs; amending s. 24.121, 7 
F.S.; providing that veterans' assistance education 8 
programs may be funded by the Educational Enhancement 9 
Trust Fund; amending s. 24.1215, F.S.; requiring the 10 
department to provide certain information to the 11 
public; providing an effective date. 12

Be It Enacted by the Legislature of the State of Florida: 14 
 15 
 Section 1.  Subsections (2), (4), and (5) of secti on 16 
24.103, Florida Statutes, are renumbered as subsections (5), 17 
(2), and (4), respectively, and subsection (7) is added to that 18 
section to read: 19 
 24.103  Definitions. —As used in this act: 20 
 (7)  "Veterans' assistance education programs" means 21 
programs that provide education and training opportunities for 22 
veterans as defined in s. 1.01(14). 23 
 Section 2.  Subsection (20) is added to section 24.105, 24 
Florida Statutes to read: 25

 24.105  Powers and duties of department. —The department 26 
shall: 27 
 (20)  Establish an in stant-ticket lottery game that 28 
benefits veterans' assistance education programs. The ticket of 29 
any such lottery game must contain notice that the game proceeds 30 
will be used to benefit veterans' assistance education programs. 31 
 Section 3.  Paragraph (a) of subsection (5) of section 32 
24.121, Florida Statutes, is amended to read: 33 
 24.121  Allocation of revenues and expenditure of funds for 34 
public education.— 35 
 (5)(a)  Public educational programs and purposes funded by 36 
the Educational Enhancement Trust Fund may include, but are not 37 
limited to, endowment, scholarship, matching funds, direct 38 
grants, research and economic development related to education, 39 
salary enhancement, contracts with independent institutions to 40 
conduct programs consistent with the state master plan for 41 
postsecondary education, veterans' assistance education 42 
programs, or any other educational program or purpose deemed 43 
desirable by the Legislature. Before Prior to the expenditure of 44 
these funds, each school district shall establish policies and 45 
procedures that define enhancement and the types of expenditures 46 
consistent with that definition. 47 
 Section 4.  Section 24.1215, Florida Statutes, is amended, 48 
read: 49

education.—The Department of the Lottery shall inform the public 51 
about:  52 
 (1) The significance of lottery funding in general to the 53 
state's overall system of public education. 54 
 (2)  The significance of lottery funding for veterans' 55 
assistance education programs. 56 
 Section 5.  This act shall take effect July 1, 2023. 57
