A bill to be entitled 1 
An act relating to the Apprenticeship and 2 
Preapprenticeship Direct Funding Grant Program; 3 
creating s. 1011.8031, F.S.; creating the 4 
Apprenticeship and Preapprenticeship Direct Funding 5 
Grant Program for specified purposes; requiring the 6 
Department of Education to administer the program; 7 
requiring apprenticeship or preapprenticeship programs 8 
to submit an application to the department for 9 
participation in the program; prohibiting certain 10 
apprenticeship or preapprenticeship programs from 11 
participating in the grant program; requiring the 12 
department to give priority to specified programs; 13 
authorizing the State Board of Education to adopt 14 
rules; providing an effective date. 15

Be It Enacted by the Legislature of the State of Florida: 17 
 18 
 Section 1.  Section 1011.8031, Florida Statutes, is created 19 
to read: 20 
 1011.8031  Apprenticeship and Preapprenticeship Direct 21 
Funding Grant Program. — 22 
 (1)  Subject to appropriations provided in the General 23 
Appropriations Act, the Apprenticeship and Preapprenticeship 24 
Direct Funding Grant Program is created to provide funding 25

directly to apprenticeship or preapprenticeship programs, as 26 
those terms are defined in s. 446.021, rather than funding such 27 
programs through a local educational agency. The Department of 28 
Education shall administer the grant program. 29 
 (2)  An apprenticeship or a preapprenticeship program shall 30 
submit an application in a format prescribed by t he department 31 
to receive funding under this section. An apprenticeship or a 32 
preapprenticeship program is ineligible for a grant under this 33 
section if such program uses any school district or Florida 34 
College System institution resources for the administrati on of 35 
the program. The department shall give priority to 36 
apprenticeship or preapprenticeship programs with demonstrated 37 
regional demand. 38 
 (3)  The State Board of Education may adopt rules to 39 
administer this section. 40 
 Section 2.  This act shall take effec t July 1, 2023. 41
