A bill to be entitled 1 
An act relating to a license or permit to operate a 2 
vehicle for hire; creating s. 320.0603, F.S.; 3 
providing that a person who holds a license issued by 4 
a county, municipality, or airport to operate a 5 
vehicle for hire may operate a vehicle for hire in any 6 
other county, municipality, or airport without being 7 
subject to certain requirements or fees under certain 8 
circumstances; defining the term "airport"; pr oviding 9 
construction; providing an effective date. 10 
 11 
Be It Enacted by the Legislature of the State of Florida: 12 
 13 
 Section 1.  Section 320.0603, Florida Statutes, is created 14 
to read: 15 
 320.0603  Vehicle-for-hire license or permit; reciprocity. — 16 
 (1)  A person who holds a valid, active license or permit 17 
issued by a county or municipality to operate a vehicle for hire 18 
may operate a vehicle for hire in any other county or 19 
municipality without being subject to additional licensing or 20 
permitting requirements a nd without paying additional license or 21 
permit fees if the person: 22 
 (a)  Holds a valid, active license or permit to operate a 23 
vehicle for hire in the county or municipality in which the 24 
person is domiciled; and 25

 (b)  Has not had a license or permit to oper ate a vehicle 26 
for hire suspended or revoked within the preceding 5 years. 27 
 (2)  A person who holds a valid, active license or permit 28 
issued by an airport to operate a vehicle for hire may operate a 29 
vehicle for hire at any other airport without being subjec t to 30 
additional airport licensing or permitting requirements and 31 
without paying additional license or permit fees. For purposes 32 
of this subsection, the term "airport" includes an airport, 33 
airport authority, aviation authority, or other entity that 34 
operates a commercial service airport as defined in s. 35 
332.0075(1). 36 
 (3)  This section does not grant specific authority to 37 
municipalities or special districts to regulate or license 38 
vehicles for hire which is required by s. 163.211. 39 
 Section 2.  This act shall take effect July 1, 2023. 40
