Shall, in coordination with the local managing 30 entity, administer a validated trauma -focused screening to a 31 child removed from his or her parent, l egal custodian, or 32 caregiver to ensure that any trauma related to the child's 33 removal is timely identified, if present, and that the child is 34 promptly referred to appropriate trauma services, including 35 clinical evaluation and intervention, if needed. The t rauma-36 focused screening must occur as soon as practicable subsequent 37 to the child's removal but no later than 14 days after the 38 shelter hearing. The screening and therapy, if recommended, must 39 evaluate and address the impact of the removal to the child. 40 2. Shall offer voluntary trauma screening and appropriate 41 trauma services to a child and his or her family in the event 42 that a shelter petition is denied and the child is returned to 43 his or her parent, legal custodian, or caregiver. 44 Section 2. Paragrap hs (b) through (f) of subsection (1) of 45 section 409.996, Florida Statutes, are redesignated as 46 paragraphs (c) through (g), respectively, paragraph (b) of 47 subsection (4) is amended, and a new paragraph (b) is added to 48 subsection (1) of that section, to read : 49 409.996 Duties of the Department of Children and 50 CS/HB 1007 2023 CODING: Words stricken are deletions; words underlined are additions. hb1007-01-c1 Page 3 of 4 F L O R I D A H O U S E O F R E P R E S E N T A T I V E S Families.—The department shall contract for the delivery, 51 administration, or management of care for children in the child 52 protection and child welfare system. In doing so, the department 53 retains responsibility for the quality of contracted services 54 and programs and shall ensure that, at a minimum, services are 55 delivered in accordance with applicable federal and state 56 statutes and regulations and the performance standards and 57 metrics specified in the strat egic plan created under s. 58 20.19(1). 59 (1) The department shall enter into contracts with lead 60 agencies for the performance of the duties by the lead agencies 61 established in s. 409.988. This act shall take effect July 1, 2023. 76
