A bill to be entitled 1 
An act relating to the Florida Education Finance 2 
Program; amending s. 1011.62, F.S.; revising the 3 
requirements for the calculation of additional full -4 
time equivalent membership based on International 5 
Baccalaureate examination scores of students to 6 
include students who earn specified grades in certain 7 
International Baccalaureate courses; providing an 8 
additional bonus to teachers whose students earn 9 
specified grades in such courses; providing an 10 
effective date. 11

Be It Enacted by the Legislature of the State of Florida: 13 
 14 
 Section 1.  Paragraph (l) of subsection (1) of section 15 
1011.62, Florida Statutes, is amended to read: 16 
 1011.62  Funds for operation of s chools.—If the annual 17 
allocation from the Florida Education Finance Program to each 18 
district for operation of schools is not determined in the 19 
annual appropriations act or the substantive bill implementing 20 
the annual appropriations act, it shall be determi ned as 21 
follows: 22 
 (1)  COMPUTATION OF THE BASIC AMOUNT TO BE INCLUDED FOR 23 
OPERATION.—The following procedure shall be followed in 24 
determining the annual allocation to each district for 25

operation: 26 
 (l)  Calculation of additional full -time equivalent 27 
membership based on International Baccalaureate examination 28 
scores and course grades of students.—A value of 0.16 full -time 29 
equivalent student membership shall be calculated for each 30 
student enrolled in an International Baccalaureate course who 31 
receives a score of 4 or higher on a subject examination or 32 
receives a grade of "C" or better in any course required to earn 33 
an International Baccalaureate diploma . A value of 0.3 full -time 34 
equivalent student membership shall be calculated for each 35 
student who receives an In ternational Baccalaureate diploma. 36 
Such value shall be added to the total full -time equivalent 37 
student membership in basic programs for grades 9 through 12 in 38 
the subsequent fiscal year. Each school district shall allocate 39 
80 percent of the funds received from International 40 
Baccalaureate bonus FTE funding to the school program whose 41 
students generate the funds and to school programs that prepare 42 
prospective students to enroll in International Baccalaureate 43 
courses. Funds shall be expended solely for the pay ment of 44 
allowable costs associated with the International Baccalaureate 45 
program. Allowable costs include International Baccalaureate 46 
annual school fees; International Baccalaureate examination 47 
fees; salary, benefits, and bonuses for teachers and program 48 
coordinators for the International Baccalaureate program and 49 
teachers and coordinators who prepare prospective students for 50

the International Baccalaureate program; supplemental books; 51 
instructional supplies; instructional equipment or instructional 52 
materials for International Baccalaureate courses; other 53 
activities that identify prospective International Baccalaureate 54 
students or prepare prospective students to enroll in 55 
International Baccalaureate courses; and training or 56 
professional development for Intern ational Baccalaureate 57 
teachers. School districts shall allocate the remaining 20 58 
percent of the funds received from International Baccalaureate 59 
bonus FTE funding for programs that assist academically 60 
disadvantaged students to prepare for more rigorous cour ses. The 61 
school district shall distribute to each classroom teacher who 62 
provided International Baccalaureate instruction: 63 
 1.  A bonus in the amount of $50 for each student taught by 64 
the International Baccalaureate teacher in each International 65 
Baccalaureate course who receives a score of 4 or higher on the 66 
International Baccalaureate examination. 67 
 2.  A bonus in the amount of $50 for each student taught by 68 
the International Baccalaureate teacher in each International 69 
Baccalaureate course who receives a gra de of "C" or better in 70 
any course required to earn an International Baccalaureate 71 
diploma. 72 
 3.2. An additional bonus of $500 to each International 73 
Baccalaureate teacher in a school designated with a grade of "D" 74 
or "F" who has at least one student scoring 4 or higher on the 75

International Baccalaureate examination, regardless of the 76 
number of classes taught or of the number of students scoring a 77 
4 or higher on the International Baccalaureate examination. 78 
 79 
Bonuses awarded under this paragraph shall be in add ition to any 80 
regular wage or other bonus the teacher received or is scheduled 81 
to receive. For such courses, the teacher shall earn an 82 
additional bonus of $50 for each student who has a qualifying 83 
score or course grade. 84 
 Section 2.  This act shall take ef fect July 1, 2023. 85
