House Joint Resolution 1 
A joint resolution proposing the creation of Section 2 
28 of Article I of the State Constitution to preserve 3 
forever fishing, hunting, and the taking of fish and 4 
wildlife, including by the use of traditional methods, 5 
as a public right and preferred means of managing and 6 
controlling fish and wildlife; providing construction. 7

Be It Resolved by the Legislature of the State of Florida: 9 
 10 
 That the following creat ion of Section 28 of Article I of 11 
the State Constitution is agreed to and shall be submitted to 12 
the electors of this state for approval or rejection at the next 13 
general election or at an earlier special election specifically 14 
authorized by law for that purp ose: 15 
ARTICLE I 16 
DECLARATION OF RIGHTS 17 
 SECTION 28.  Fishing, hunting, and the taking of fish and 18 
wildlife.—Fishing, hunting, and the taking of fish and wildlife, 19 
including by the use of traditional methods, shall be preserved 20 
forever as a public right and p referred means of responsibly 21 
managing and controlling fish and wildlife. This section does 22 
not limit the authority granted to the Fish and Wildlife 23 
Conservation Commission under Section 9 of Article IV. 24

 BE IT FURTHER RESOLVED that the following statement be 25 
placed on the ballot: 26 
CONSTITUTIONAL AMEND MENT 27 
ARTICLE I, SECTION 2 8 28 
 RIGHT TO FISH AND HU NT.—Proposing an amendment to the State 29 
Constitution to preserve forever fishing and hunting, including 30 
by the use of traditional methods, as a public right and 31 
preferred means of responsibly managing and controlling fish and 32 
wildlife. Specifies that the amendment does not limit the 33 
authority granted to the Fish and Wildlife Conservation 34 
Commission under Section 9 of Article IV of the State 35 
Constitution. 36
