A bill to be entitled 1 
An act relating to the Capitol Complex; amending s. 2 
265.111, F.S.; requiring the Department of Management 3 
Services to set aside and dedicate a specific area of 4 
the Capitol Complex for the placement of memorials; 5 
amending ss. 272.09, 281.01, and 943.60, F.S.; 6 
revising the definition of the term "Capitol Complex"; 7 
providing an effective date. 8

Be It Enacted by the Legislature of the State of Florida: 10 
 11 
 Section 1.  Subsection (3) of section 265.111, Florida 12 
Statutes, is amended to read: 13 
 265.111  Capitol Complex; monuments. — 14 
 (3)  The Department of Management Services , in consultation 15 
with the Florida Historical Commission, shall set aside and 16 
dedicate the an area of the Capitol Complex described as 17 
"Memorial Park" in s. 281.01 , not including the State Capital 18 
Circle Office Complex, and dedicate a memorial garden on which 19 
authorized monuments shall be placed , including. The memorial 20 
garden must include a monument in remembrance of the 241 members 21 
of the United States Armed Forces who lost their lives on 22 
October 23, 1983, in Beirut, Lebanon. 23 
 Section 2.  Subsection (1) of section 272.09, Florida 24 
Statutes, is amended to read: 25

 272.09  Management, maintenance, and upkeep of Capitol 26 
Center.— 27 
 (1)  For purposes of this section, the term "Capitol 28 
Complex" means the portion of the Capitol Center commonly 29 
referred to as the Capitol, the Historic Capitol, the Senate 30 
Office Building, the House Office Building, the Knott B uilding, 31 
the Pepper Building, the Holland Building, the Elliot Building, 32 
the R.A. Gray Building, and the associated parking garages and 33 
the curtilage of each, including the state -owned lands and 34 
public streets adjacent thereto within an area bounded by and 35 
including Calhoun Street, East Pensacola Street, Monroe Street, 36 
Jefferson Street, West Pensacola Street, Martin Luther King Jr. 37 
Boulevard Duval Street, and Gaines Street. The portion of the 38 
Capitol Complex existing between and including the Elliot 39 
Building and the Holland Building within an area bounded by and 40 
including Monroe Street, Gaines Street, Calhoun Street, and East 41 
Pensacola Street shall be known as "Memorial Park." 42 
 Section 3.  Section 281.01, Florida Statutes, is amended to 43 
read: 44 
 281.01  Definitions.—For the purposes of ss. 281.01 -281.08, 45 
the term "Capitol Complex" means includes that portion of 46 
Tallahassee, Leon County, Florida, commonly referred to as the 47 
Capitol, the Historic Capitol, the Senate Office Building, the 48 
House Office Building, t he Knott Building, the Pepper Building, 49 
the Holland Building, the Elliot Building, the R.A. Gray 50

Street, East Pensacola Street, Monroe Street, Jefferson Street, 54 
West Pensacola Street, Martin Luther King Jr. Boulevard Duval 55 
Street, and Gaines Street. The term includes shall also include 56 
the State Capital Circle Office Compl ex located in Leon County, 57 
Florida. The portion of the Capitol Complex existing between and 58 
including the Elliot Building and the Holland Building within an 59 
area bounded by and including Monroe Street, Gaines Street, 60 
Calhoun Street, and East Pensacola Stre et shall be known as 61 
"Memorial Park." 62 
 Section 4.  Section 943.60, Florida Statutes, is amended to 63 
read: 64 
 943.60  Definitions. —For the purposes of ss. 943.60 -943.68, 65 
the term" Capitol Complex" means includes that portion of 66
