Florida Senate - 2023 CS for SB 1408 By the Committee on Health Policy; and Senator Davis 588-03491-23 20231408c1 1 A bill to be entitled 2 An act relating to the sickle cell program; providing 3 a short title; amending s. 381.815, F.S.; requiring 4 the Department of Health to establish a grant program 5 for the prevention, care, and treatment of sickle cell 6 disease and sickle cell trait or sickle cell trait 7 carriers and for certain educational programs; 8 requiring the department to develop application 9 criteria and standards of eligibility for grants under 10 the program; requiring the department to ensure that 11 grant funds are used for specified purposes; requiring 12 the department to conduct a specified study; requiring 13 the department to adopt rules; providing an effective 14 date. 15 16 Be It Enacted by the Legislature of the State of Florida: 17 18 Section 1.This act may be known as the Sickle Cell 19 Disease and Sickle Cell Trait Prevention, Care, and Treatment 20 Act. 21 Section 2.Subsections (1) and (3) of section 381.815, 22 Florida Statutes, are amended to read: 23 381.815Sickle cell Sickle-cell program; voluntary 24 registry.The Department of Health shall, to the extent that 25 resources are available: 26 (1)Provide education to the citizens of Florida about 27 sickle cell sickle-cell disease. 28 (3)(a)1.Establish a grant program for the prevention, 29 care, and treatment of sickle cell disease and sickle cell trait 30 or sickle cell trait carriers and for community-based 31 educational programs concerning the disease. 32 2.The community-based educational programs shall include 33 an outreach program that provides for the dissemination of 34 information relating to the prevention, care, and treatment of 35 sickle cell disease and sickle cell trait or sickle cell trait 36 carriers. 37 (b)Develop application criteria and standards of 38 eligibility for applicants for funds under the grant program. 39 1.Groups or organizations that meet the eligibility 40 standards developed by the department may apply for funds under 41 the program. 42 2.a.Priority for grants shall be given to established 43 sickle cell disease and sickle cell trait or sickle cell trait 44 carrier community-based applicants throughout this state. 45 b.Further priority shall be given to ensuring the 46 establishment of sickle cell disease and sickle cell trait or 47 sickle cell trait carrier centers in underserved areas with a 48 higher population of sickle cell disease and sickle cell trait 49 or sickle cell trait carrier patients. 50 (c)Require that all program grant funds be used for the 51 purpose of prevention, care, and treatment of sickle cell 52 disease or sickle cell trait or sickle cell trait carriers or 53 for educational programs concerning the disease. 54 (d)Conduct a study to determine the prevalence, impact, 55 and needs of patients diagnosed with sickle cell disease or 56 sickle cell trait or sickle cell trait carriers in this state. 57 (e)Adopt rules necessary to implement this subsection Make 58 grants or enter into contracts with not-for-profit centers. 59 Section 3.This act shall take effect July 1, 2023.
