II.Summary of Amendments Contained in Message:
House Amendment – 621725 adds new provisions to the bill regarding seizure and forfeiture.
Under existing law, the real or personal property of a person convicted of a human trafficking
offense which was used to facilitate human trafficking may be seized and forfeited to a seizing
government entity. The amendment provides that the proceeds of the sale of forfeited property be
allocated to pay restitution to human trafficking victims before any funds are forfeited to the
seizing government entity.
