Section 943.327, Florida Statutes, is created 14 to read: 15 943.327 Forensic Genetic Genealogy Grant Program. — 16 (1) As used in this section, the term "fo rensic genetic 17 genealogy methods" means any technology used in a forensic 18 laboratory capable of producing a forensic genealogy profile 19 with a minimum of 100,000 markers and compatible with multiple 20 genealogical databases that is available for law enforceme nt use 21 for the purposes described in this section. 22 (2) There is created within the department the Forensic 23 Genetic Genealogy Grant Program to award grants to law 24 enforcement agencies or medical examiner's offices to support 25 HB 453 2024 CODING: Words stricken are deletions; words underlined are additions. hb0453-00 Page 2 of 3 F L O R I D A H O U S E O F R E P R E S E N T A T I V E S local law enforcement agencies in the processing of DNA samples 26 as provided for in subsection (4). 27 (3) The department shall annually award to law enforcement 28 agencies and medical examiner's offices any funds specially 29 appropriated for the grant program to cover expenses related to 30 using forensic genetic genealogy methods to generate 31 investigative leads for criminal investigations or unidentified 32 human remains. 33 (4) Grants may be used for the following: 34 (a) Carrying out DNA analyses of samples collected under 35 applicable legal author ity using forensic genetic genealogy 36 methods for violent crimes. 37 (b) Carrying out DNA analyses of unidentified human 38 remains. 39 (5) Each recipient shall provide to the executive director 40 a report no later than 1 year after receipt of funding. This 41 report shall include: 42 (a) The amount of annual funding received. 43 (b) The number of cases tested using forensic genetic 44 genealogical DNA analysis. 45 (c) The type of forensic genetic genealogical DNA testing 46 used, including the name of the laboratory to which such testing 47 is outsourced, if any, and the type of equipment used for the 48 testing. 49 (d) The result of the testing, such as victim 50 HB 453 2024 CODING: Words stricken are deletions; words underlined are additions. hb0453-00 Page 3 of 3 F L O R I D A H O U S E O F R E P R E S E N T A T I V E S identification, perpetrator identification, or no 51 identification. 52 (e) The average amount of time it took to make each such 53 identification. 54 Section 2. This act shall take effect July 1, 2024. 55
