An act relating to tax collectors and school 2 
officials; amending s. 145.11, F.S.; revising tax 3 
collector base salaries; amending s. 409.1664, F.S.; 4 
defining the term "tax collector employee"; providing 5 
that tax collector employees are eligible to receive 6 
certain adoption benefits; specifying monetary benefit 7 
amounts to be paid under specified conditions; 8 
requiring such employees to apply to the Department of 9 
Children and Families to obtain the benefit; 10 
authorizing the department to adopt specified rules; 11 
creating s. 445.09, F.S.; authorizing county tax 12 
collectors to budget for and pay hiring and retention 13 
bonuses to employees after submittal to specified 14 
entities; amending s. 1001.47, F.S.; revising district 15 
school superintendent base salaries; amending s. 16 
1003.48, F.S.; authorizing a district school board to 17 
contract with a county tax collector to administer 18 
road tests on school grounds at one or more secondary 19 
schools within the district; providing an effective 20

 145.11  Tax collector. — 27 
 (1)  Each tax collector shall receive as salary the amount 28 
indicated, based on the population of his or her county. In 29 
addition, a compensation shall be made for population increments 30 
over the minimum for each population group, which shall be 31 
determined by multiplying the populat ion in excess of the 32 
minimum for the group times the group rate. 33

 Section 2.  Paragraph (f) of subsection (1) of section 43 
409.1664, Florida Statutes, is redesignated as paragraph (g), 44 
subsections (2), (3), (4), and (6) are amended, and a new 45 
paragraph (f) is added to subsection (1) of that section, to 46 
read: 47 
 409.1664  Adoption benefits for qualifying adoptive 48 
employees of state agencies, veterans, servicemembers, and law 49 
enforcement officers, and tax collector employees .— 50 
 (1)  As used in this section, the term: 51 
 (f)  "Tax collector employee" means an employee or a deputy 52 
tax collector, provided in s. 197.103, of an office of a county 53 
tax collector. 54 
 (2)  A qualifying adoptive employee, veteran, or 55 
servicemember, or tax collector employee who adopts a child 56 
within the child welfare system who is difficult to place as 57 
described in s. 409.166(2)(d)2. is eligible to receive a lump -58 
sum monetary benefit in the amount of $10,000 per such child, 59 
subject to applicable taxes. A law enforcement officer who 60

adopts a child within the child welfare system who is difficult 61 
to place as described in s. 409.166(2)(d)2. is eligible to 62 
receive a lump-sum monetary benefit in the amount of $25,000 per 63 
such child, subject to applicable taxes. A qualifying adoptive 64 
employee, veteran, or servicemember, or tax collector employee 65 
who adopts a child within the child welfare system who is not 66 
difficult to place as described in s. 409.166(2)(d)2. is 67 
eligible to receive a lump-sum monetary benefit in the amount of 68 
$5,000 per such child, subject to applicable taxes. A law 69 
enforcement officer who adopts a child within the child welfare 70 
system who is not difficult to place as described in s. 71 
409.166(2)(d)2. is eligible to r eceive a lump-sum monetary 72 
benefit in the amount of $10,000 per each such child, subject to 73 
applicable taxes. A qualifying adoptive employee of a charter 74 
school or the Florida Virtual School may retroactively apply for 75 
the monetary benefit provided in this subsection if such 76 
employee was employed by a charter school or the Florida Virtual 77 
School when he or she adopted a child within the child welfare 78 
system pursuant to chapter 63 on or after July 1, 2015. A 79 
veteran, or servicemember, or tax collector employ ee may apply 80 
for the monetary benefit provided in this subsection if he or 81 
she is domiciled in this state and adopts a child within the 82 
child welfare system pursuant to chapter 63 on or after July 1, 83 
2020. A law enforcement officer may apply for the moneta ry 84 
benefit provided in this subsection if he or she is domiciled in 85

this state and adopts a child within the child welfare system 86 
pursuant to chapter 63 on or after July 1, 2022. A tax collector 87 
employee may apply for the monetary benefit provided in this 88 
subsection if he or she is domiciled in this state and adopts a 89 
child within the child welfare system under chapter 63 on or 90 
after July 1, 2024. 91 
 (a)  Benefits paid to a qualifying adoptive employee who is 92 
a part-time employee must be prorated based on the qualifying 93 
adoptive employee's full -time equivalency at the time of 94 
applying for the benefits. 95 
 (b)  Monetary benefits awarded under this subsection are 96 
limited to one award per adopted child within the child welfare 97 
system. 98 
 (c)  The payment of a lump -sum monetary benefit for 99 
adopting a child within the child welfare system under this 100 
section is subject to a specific appropriation to the department 101 
for such purpose. 102 
 (3)  A qualifying adoptive employee must apply to his or 103 
her agency head, or to his or he r school director in the case of 104 
a qualifying adoptive employee of a charter school or the 105 
Florida Virtual School, to obtain the monetary benefit provided 106 
in subsection (2). A veteran , or servicemember, or tax collector 107 
employee must apply to the departmen t to obtain the benefit. A 108 
law enforcement officer must apply to the Department of Law 109 
Enforcement to obtain the benefit. Applications must be on forms 110

approved by the department and must include a certified copy of 111 
the final order of adoption naming the a pplicant as the adoptive 112 
parent. Monetary benefits shall be approved on a first -come, 113 
first-served basis based upon the date that each fully completed 114 
application is received by the department. 115 
 (4)  This section does not preclude a qualifying adoptive 116 
employee, veteran, servicemember, tax collector employee, or law 117 
enforcement officer from receiving adoption assistance for which 118 
he or she may qualify under s. 409.166 or any other statute that 119 
provides financial incentives for the adoption of children. 120 
 (6) The department may adopt rules to administer this 121 
section. The rules may provide for an application process such 122 
as, but not limited to, an open enrollment period during which 123 
qualifying adoptive employees, veterans, servicemembers, tax 124 
collector employees, or law enforcement officers may apply for 125 
monetary benefits under this section. 126 
 Section 3.  Section 445.09, Florida Statutes, is created to 127 
read: 128 
 445.09  Bonuses for tax collector employees.—Notwithstanding 129 
any other law to the contrary, a county tax collector may budget 130 
for and pay a hiring or retention bonus to an employee if the 131 
expenditure is approved by the Department of Revenue in the 132 
respective tax collector's budget or approved by the respective 133 
board of county commissioners after the budge t is submitted to 134 
the Department of Revenue as set forth in s. 195.087(2). 135

 Section 4.  Subsection (2) of section 1001.47, Florida 136 
Statutes, is amended to read: 137 
 1001.47  District school superintendent; salary. — 138 
 (2)  Each elected district school superin tendent shall 139 
receive a base salary, the amounts indicated in this subsection, 140 
based on the population of the county the elected superintendent 141 
serves. In addition, compensation shall be made for population 142 
increments over the minimum for each population g roup, which 143 
shall be determined by multiplying the population in excess of 144 
the minimum for the group times the group rate. The product of 145 
such calculation shall be added to the base salary to determine 146 
the adjusted base salary. Laws that increase the base salary 147 
provided in this subsection shall contain provisions on no other 148 
subject. 149

 Section 5.  Subsection (6) is added to section 1003.48, 159 
Florida Statutes, to read: 160 
 1003.48 Instruction in operation of motor vehicles. — 161 
 (6)  The district school board may contract with the county 162 
tax collector to authorize a tax collector employee, as defined 163 
in s. 409.1664(1), to administer road tests on school grounds at 164 
one or more secondary schools within the district. 165 
 Section 6.  This act shall take effect July 1, 2024. 166
