An act relating to authorized agent s of tax 2 
collectors; amending s. 320.03, F.S.; requiring a tax 3 
collector, upon petition, to appoint a general lines 4 
insurance agency as an authorized agent of the tax 5 
collector for the purpose of issuing registration 6 
certificates, registration license plates, validation 7 
stickers, and mobile home stickers; requiring the 8 
agency to file a performance bond with the Department 9 
of Highway Safety and Motor Vehicles; requiring the 10 
agency to provide audited financial statements to the 11 
department; authorizing the agency to provide services 12 
solely to its customers; limiting the number of 13 
locations at which the agency may offer services; 14 
requiring the tax collector to authorize the agency to 15 
access the electronic filing system; specifying 16 
provisions of law to which the agency is subject; 17 
authorizing the department to adopt rules; providing 18 
an effective date. 19

Be It Enacted by the Legislatu re of the State of Florida: 21 
 22 
 Section 1.  Subsection (11) is added to section 320.03, 23 
Florida Statutes, to read: 24

 (11)(a)  Upon petition by the agent in charge of a genera l 27 
lines insurance agency licensed under chapter 626 and appointed 28 
to write motor vehicle insurance, each tax collector must 29 
appoint such agency as an authorized agent of the tax collector 30 
for the purpose of issuing registration certificates, 31 
registration license plates, validation stickers, and mobile 32 
home stickers to applicants and providing to applicants for each 33 
the option to register emergency contact information and the 34 
option to be contacted with information about state and federal 35 
benefits available as a result of military service, subject to 36 
the requirements of law, in accordance with rules of the 37 
department. 38 
 (b)  A general lines insurance agency appointed as an 39 
authorized agent of a tax collector under this subsection: 40 
 1.  Must file a performance bond of $2 million with the 41 
department. 42 
 2.  Must provide to the department audited financial 43 
statements, prepared by a certified public accountant licensed 44 
to practice in this state, for each of the previous 2 years 45 
demonstrating that the agency has produ ced policy premium in 46 
excess of $500 million in each of the previous 2 years. 47 
 3.  Is not required to provide services described in 48 
paragraph (a) to the general public and may choose to provide 49 
such services solely to its customers in the normal course of 50

business. 51 
 4.  May offer such services at no more than five locations 52 
in each county in which the agency has a branch office. 53 
 5.  Must be authorized by the tax collector pursuant to 54 
paragraph (10)(c) to access the electronic filing system. 55 
 6.  Is subject to all provisions of law as though such 56 
agent were a private tag agency or agent, except where the 57 
context clearly indicates otherwise. 58 
 (c)  The department may adopt rules to administer this 59 
subsection, including, but not limited to, rules establishing 60 
information that must be contained in the petition to offer 61 
services under this subsection, information that must be 62 
contained in the audited financial statements required under 63 
subparagraph (b)2., and enforcement authority for noncompliance. 64 
 Section 2.  This act shall take effect July 1, 2024. 65
